7. Recommends that the Commission include the subject of trade disputes as a central topic for the TEC; considers also that the EU should insist on the necessary withdrawal of extra-territorial legal provisions such as the Helms-Burton Act;

Calls upon the Commission to take into consideration the sensitive issue of infertility, which affects both married and unmarried women and couples; calls for infertility to be made the subject of a specific recommendation in order to ensure that all the Member States acknowledge it and that the cost of treating infertility medically and psychologically is covered by social-security schemes; calls for the topic of adoption to be dealt with in conjunction with the topic of infertility and for the possibility of adoption to be offered to couples as an alternative to infertility treatment at all stages of that treatment; also calls upon the Member States to raise the age limit for legal adoption;

I would like to thank Christopher Beazley again for this own-initiative report and to express the hope that this topic may become a subject of debate among the Member States, for it is they that are responsible for determining the subject matter and organisation of education, something that will not be regarded as superfluous but rather as a highly important complementary aspect of education here in the single legal, economic and cultural space of an enlarged Europe.

It must also be recognised that certain aspects of this subject are highly complex in legal, technical and economic terms, and the initial positions on some topics appeared to be substantively very far apart.

Regarding asylum and integration – highly sensitive subjects at the present time that, much more than other topics on the agenda, have certainly been at the root of a number of worries on the part of the members of my committee – let me state very clearly, on behalf of the Committee on Civil Liberties, Justice and Home Affairs, that, if there are to be detention centres for asylum seekers, the central issue, on which everything depends, is that of being clear about what is the administrative and legal authority that has jurisdiction over these asylum seekers.
