You have a union, a bargaining agent, that has decided not to represent the employees, you have the employees, you have the employer, you have the board—excuse me if this sounds like it's getting complex—and rather than allowing the employees to go ahead and fill out or sign their own independent contract when the bargaining agent has, in a sense, tossed up its hands and no longer wants to sit at the table and doesn't want to represent the employees it was supposed to represent, how is that stable in that situation, to go ahead and try to bring in another union?
