Since the adoption of the above Regulation, only the following bilateral local border traffic agreements have entered into force: Hungary/Ukraine, Slovakia/Ukraine and Poland/Ukraine.

The last report indicates that there have not been any significant changes in the situation in the Schengen area and basically provides an update on developments regarding external borders, migrants, border checks, video-surveillance in internal border zones, local border traffic agreements, Schengen evaluations and the extension of the Visa Information System (VIS).

Although the Commission considers that the assumptions concerning the traffic projections should normally be exclusively based on the route frequencies and passenger targets stipulated in the ASAs and the load factor that could have been reasonably expected by So.Ge.A.AL at the time each ASA with Ryanair was concluded, given that at the time the 2006 and 2010 ASAs where signed So.Ge.A.AL expected Ryanair traffic to exceed the minimum targets set out in the agreements, the Commission agrees that So.Ge.A.AL's expectations at the time the agreements were signed, as set out in the business plans, represent the most accurate source for inferring So.Ge.A.AL's forecasts of Ryanair traffic at the time of signing the 2006 and 2010 ASAs.

To date, four local border traffic agreements have entered into force: Hungary-Ukraine in January 2008, Slovakia-Ukraine in September 2008, Poland-Ukraine in July 2009 and Romania-Moldova in October 2010.

In order to have an overview of how citizens use the local border traffic agreements, the Commission asked Member States to send it information on the numbers of permits issued in relation to the total eligible population, the number of applications refused and why, the length of the stay and the number of abuses/withdrawals.

When comparing 1992 to 1991, commercial traffic increased by 11.6 per cent. In recent years particularly increases in traffic flow have accelerated due to regional and economic factors and international agreements between the two countries, including but not limited to the Canada-U.S. free trade agreement, the North American free trade agreement and GATT.
