It can be seen that in non-tertiary education and training strands expenditure per student has increased between 1995 and 1999 by more than 20% for example in Greece, Portugal and Spain whereas total expenditure in tertiary education per student (in average 35% represent investment in research) have increased by more then 20% in for example Ireland, Greece and Spain during the same period.

Most Member States took measures to improve their vocational education and training systems (VET) to better reflect the needs of the labour market (Belgium, the Czech Republic, Denmark, Estonia, Spain, France, Hungary, Ireland, Italy, Latvia, Lithuania, the Netherlands, Poland, Portugal, Romania, Slovakia, Sweden and the United Kingdom, in general linked to their Youth Guarantee scheme and commitments taken under the European Alliance for Apprenticeships. Every Member State shall recognise the qualification of specialised doctors awarded in Spain to doctors who completed their specialist training before 1 January 1995, even if that training does not satisfy the minimum training requirements provided for in Article 25, insofar as that qualification is accompanied by a certificate issued by the competent Spanish authorities and attesting that the person concerned has passed the examination in specific professional competence held in the context of exceptional measures concerning recognition laid down in Royal Decree 1497/99, with a view to ascertaining that the person concerned possesses a level of knowledge and skill comparable to that of doctors who possess a qualification as a specialised doctor defined for Spain in Annex V, points 5.1.2 and 5.1.3 .

Chaque État membre reconnaît le titre de médecin spécialiste délivré en Espagne aux médecins qui ont achevé une formation spécialisée avant le 1er janvier 1995, même si elle ne répond pas aux exigences minimales de formation prévues à l'article 25, pour autant que ce titre soit accompagné d'un certificat délivré par les autorités espagnoles compétentes et attestant que l'intéressé a passé avec succès l'épreuve de compétence professionnelle spécifique organisée dans le cadre des mesures exceptionnelles de reconnaissance figurant dans le décret royal 1497/99 dans le but de vérifier que l'intéressé possède un niveau de connaissances et de compétences comparable à celui des médecins possédant des titres de médecin spécialiste définis, pour l'Espagne, à l'annexe V, points 5.1.2 et 5.1.3.

The point is, how many of the present Member States would agree to have a train tearing along through their own country, coming from another country that does not belong to the European Union and whose passengers could not be checked? Would Belgium, Spain, Italy or France agree to this?
On peut se demander combien d'États membres actuels accepteraient qu'un train en provenance d'un pays n'appartenant pas à l'Union européenne traverse leur territoire sans que les passagers ne puissent être contrôlés ? La Belgique, l'Espagne, l'Italie ou la France accepteraient-elles cela ?

8) in Article 9, the following paragraph shall be added: "2a Member States shall recognise evidence of formal qualifications in specialised medicine awarded in Spain to doctors who completed specialised training before 1 January 1995 which did not comply with the formal training requirements laid down in Articles 24 to 27, if the evidence is accompanied by a certificate awarded by the competent Spanish authorities attesting to the fact that the person concerned has passed the test of specific professional competence organised in the context of the special regularisation measures contained in Royal Decree 1497/99 with the aim of verifying that the person concerned has a level of knowledge and competence comparable to that of doctors holding the specialist doctors' qualifications which, in the case of Spain, are referred to in Articles 5(3) and 7(2)".
8) À l'article 9, le paragraphe suivant est ajouté: "2 bis. Les États membres reconnaissent le titre de médecin spécialiste délivré en Espagne aux médecins qui ont achevé une formation spécialisée avant le 1er janvier 1995 ne répondant pas aux exigences minimales de formation prévues aux articles 24 à 27, si ce titre est accompagné d'un certificat délivré par les autorités espagnoles compétentes et attestant que l'intéressé a passé avec succès l'épreuve de compétence professionnelle spécifique organisée dans le cadre des mesures exceptionnelles de régularisation figurant dans le décret royal 1497/99 dans le but de vérifier que l'intéressé possède un niveau de connaissances et de compétences comparable à celui des médecins possédant des titres de médecin spécialiste définis, pour l'Espagne, à l'article 5, paragraphe 3, et à l'article 7, paragraphe 2".

I regret that the Council is still examining at state level what intermodal terminals should be included in the European combined transport network, and I am delighted by the change to the specific Project No 8 of the Annex relating to the ‘Lisbon-Valladolid motorway’, as it was formerly known, with its new name ‘the Portugal/Spain multimodal link with the rest of Europe’, for the management of rail, road, sea and air connections in the three Iberian corridors between Galicia and Portugal, between Portugal and Seville/Andalusia, and between Irún (in the Basque Country) and Portugal, which I hope will include the TGV high-speed train, and I also hope that financial aid will reach the so-called Basque ‘Y’, which, like any other railway line, generates not only economic advantages but also great environmental benefits.
Je regrette que le Conseil continue à envisager, au niveau étatique, d'inclure les terminaux intermodaux dans le réseau européen de transport combiné et je me réjouis de la modification du projet spécifique numéro 8 de l'annexe, relatif à "la liaison autoroutière Lisbonne-Valladolid", appelée à devenir la "liaison multimodale Portugal-Espagne avec le reste de l'Europe", pour la gestion des connexions ferroviaires, par route, maritimes et aériennes dans les trois corridors ibériques entre la Galice et le Portugal, entre le Portugal et Séville/Andalousie et entre Irún (au Pays basque) et le Portugal, qui inclura, je l'espère, le train à grande vitesse.
