New infrastructure cannot solve all congestion and accessibility problems because of the high costs and the long duration of planning procedures, and in certain areas because of environmental pressure and the scarcity of space. In seeking to make optimum use of existing transport capacity, the industry’s interest in cutting costs is consonant with the public interest of ensuring financial and environmental sustainability. Improving the load factor, enabling and stimulating transhipment onto rail and sea transport for long distances, optimising routing and timing, all contribute to increasing mobility whilst decreasing environmental impact per unit of freight transported.
Les nouvelles infrastructures ne peuvent résoudre tous les problèmes de congestion et d’accessibilité, en raison des coûts élevés et de la longue durée des procédures de planification ou, dans certaines régions, à cause de la pression sur l’environnement qui en résulterait et de la pénurie d’espace. Dans la recherche d’une utilisation optimale des capacités de transport existantes, le souci de réduction des coûts du secteur d’activité rejoint l’intérêt public d’assurer un développement durable sur le plan financier et environnemental. Améliorer le coefficient de chargement, permettre et stimuler le transbordement au profit du transport ferroviaire et maritime pour les longues distances, optimiser le choix d’itinéraire et l’établissement d’horaires, tout cela contribue à accroître la mobilité tout en réduisant l’incidence environnementale par unité de fret transportée.
