The European Economic and Social Committee (EESC) maintains that implementation and realisation of the Sustainable Development Goals (SDGs), together with the Paris Agreement, and well-managed transitions to the low carbon economy and the digital economy, will resolve the major issues facing Europe and make Europe a winner of this new industrial revolution.
Le CESE reste convaincu que la mise en œuvre et la réalisation conjointe des objectifs de développement durable (ODD) et de l’accord de Paris, ainsi que des transitions biens gérées vers l’économie à faible intensité de carbone et l’économie numérique, permettront de résoudre les grands problèmes auxquels l’Europe est confrontée et d’en faire l’un des gagnants de cette nouvelle révolution industrielle.

− (FR) Mr President, Commissioner, ladies and gentlemen, I would like to start by thanking my colleagues for their committed and constructive participation in the work done by the Committee on Fisheries on this report on transitional technical measures. The report has aroused lively debate, given the huge significance of the technical measures, as they will influence the way fishermen and the sector as a whole do their work, by setting out the methods fishermen may use to catch fish in the zones covered by this regulation, with a view to protecting juveniles and restoring stocks: an aim shared by all, and by fishermen in particular.
− Monsieur le Président, Madame la Commissaire, chers collègues, je commencerai mon propos en remerciant les collègues pour leur participation engagée et constructive aux travaux de la commission de la pêche sur ce rapport relatif aux mesures techniques transitoires, rapport qui a suscité un vif débat, tant l’importance des mesures techniques est grande, car elle détermine l’activité des pêcheurs et de la filière, en fixant les moyens utilisables par les pêcheurs pour capturer les poissons dans des zones précisées par ce règlement, dans l’objectif d’assurer la protection des juvéniles et le renouvellement des stocks, objectif partagé par tous et, en particulier, par les pêcheurs.

In order to ensure a smooth transition of the current tasks of the Committee of European Banking Supervisors, the Committee of European Insurance and Occupational Pensions Supervisors and the Committee of European Securities Regulators to the new ESA, references to those Committees should be replaced in the relevant legislation with references to the European Supervisory Authority (European Banking Authority), the European Supervisory Authority (European Insurance and Occupational Pensions Authority) and the European Supervisory Authority (European Securities and Markets Authority), respectively.

This appeal was sadly not heard by the most diehard supporters of the two candidates who were well ahead in the first round and, shortly before the provisional results were announced, on Sunday 20 August, they began to confront each other in the very heart of the capital, before reaching the stage, late in the afternoon on the Monday, of fighting with heavy weapons around the residence of the senior vice-president, in which the members of the international transitional aid committee, chaired by the United Nations Special Representative of the Secretary-General, Bill Swing, were gathered.

It was in particular during the evening of the conciliation committee that the position of the Council significantly shifted: It's starting position on class B was a transition period of 12 years while the Parliament had proposed 4 years. The final agreement sets the transition period of class B until the end of 2018 which would be a transition period of 6 years when the date of application is in 2012.
