In a growing number of companies, this contribution has taken the form of transnational company agreements, through which agreed responses are given at European level to the challenges generated by the crisis, and mechanisms are set up to manage change.

Companies have seen the need to combine resources in new configurations to meet the challenges of global competition and to respond to orders for transnational projects, both civil and defence, which are increasingly being undertaken on a pan-European basis.

Is concerned about the de facto subordination of the EU internal Lisbon competitiveness strategy to the EU's external competitiveness goals as outlined in the Commission communication 'Global Europe – Competing in the World'; warns against an EU competitiveness policy which is exclusively geared to the global transaction needs of EU-based transnational companies, to the detriment of the social interests of European workers and small and medium-sized enterprises (SMEs), which need a cautious approach to global competition; warns against the envisaged international regulatory cooperation, which will give transnational companies and third states a sort of right to intervene in EU legislation concerning Non-Tariff Barriers to Trade (NTBs), which, according to the WTO definition, also include important parts of social, environmental and consumer rights and future law-making;

The ECF's activities will consist in : a) the promotion of ventures; b) the study of business plans or project financing and assistance towards the implementation of such plans and financing; c) the integration of financial services, support for all the information services and contacts at transnational level necessary for getting ventures off the ground (e.g. contacts with the national authorities and organizations concerned).
