Brussels, 24 October 2011 — Despite holding regular and intensive talks with the French authorities over the last year and giving France extra time on 19 October to find a solution, the Commission was forced to conclude today that the Calais‑Dover transport operator SeaFrance had not contributed enough to the financing of its restructuring plan.

Bruxelles, le 24 octobre 2011 – Malgré des discussions régulières et intenses depuis un an avec les autorités françaises et la prolongation concédée à la France le 19 octobre de trouver une solution jusqu'à aujourd'hui, la Commission européenne a dû conclure aujourd'hui que l'opérateur de transport SeaFrance, actif sur la ligne Calais-Douvres, n'a pas apporté de contribution suffisante au financement de son plan de restructuration.


The SMN considers that SeaFrance has already made significant cuts in the number of crossings and the transport capacities since 2009 (– 30 % in frequency and – 25 % in volume) and with the 4 vessels currently operating, SeaFrance has reached the minimum size allowing it a sufficient rotation frequency to remain credible.

Le SMN considère que SeaFrance a déjà fortement réduit le nombre des traversées et les capacités de transport depuis 2009 (-30 % en fréquence et -25 % en volume) et qu’avec les 4 navires actuellement en cours, SeaFrance a atteint la taille minimale lui permettant une fréquence de rotation suffisante pour rester crédible.


The CCI concludes from this that keeping SeaFrance in operation is necessary in the present competitive context, particularly as the traffic forecasts are upwards, especially for freight transport.

La CCI en conclut que le maintien en activité de SeaFrance est nécessaire dans le contexte concurrentiel actuel d’autant plus que les prévisions de trafic sont à la hausse notamment pour le transport du fret.


In their opinion, the disappearance of SeaFrance would result, on the one hand, in an oligopoly on the cross-Channel transport market leading to a decline in the quality of services and an increase in prices and, on the other hand, a risk regarding the capacity of the operators remaining on the market to be able to cope with the volume of freight, especially in cases where one of them is unable to provide services.

Selon elles, la disparition de SeaFrance entraînerait d’une part un oligopole sur le marché du transport transmanche avec pour conséquence une baisse de la qualité des services et une augmentation des prix et d’autre part, un risque quant à la capacité des opérateurs restants sur le marché de pouvoir faire face au volume de fret notamment en cas d’empêchement de l’un d’entre eux.
