Yesterday the Canadian Medical Association Journal published an editorial in support of Dr. Abuelaish's initiative to bring injured Palestinian children to Canada for treatment.

H. whereas it is estimated that 700 Palestinian children are arrested by Israeli security forces in the West Bank every year; whereas, according to a February 2013 UNICEF review of practices in respect of Palestinian children who come into contact with the Israeli military detention system, the ill-treatment of these children appears to be widespread and systematic;

3. Calls on the Israeli authorities promptly to open independent, impartial and transparent investigations into the circumstances of Mr Jaradat’s death and into all allegations of torture and other cruel, inhuman or degrading treatment or punishment of Palestinian prisoners;

P. whereas more than 4000 Palestinian prisoners, including 27 members of the Palestinian Legislative Council, around 240 children and more than 300 Palestinian administrative detainees are currently detained in Israeli prisons and detention centres; whereas since 2000, around 7 000 Palestinian children have been prosecuted in Israeli military courts after being arrested, interrogated and detained by the Israeli army, police or security agents and are subjected to inhumane and degrading treatment; whereas the majority of these children are charged with throwing stones;

L. whereas in 2007 two reports published by Israeli NGOs showed that Palestinian prisoners are subjected to physical ill-treatment and deprived of basic necessities, such as food and sleep, for more than 24 hours; whereas these facts were confirmed in the report by the Public Committee Against Torture in Israel (PCATI) entitled 'No Defence: Soldier Violence against Palestinian Detainees' published on 22 June 2008; whereas although the phenomenon of violence against Palestinian detainees by soldiers is well known, only a small number of investigations and legal proceedings concerning cases of abuse by soldiers have been conducted; whereas this violence and harassment is sometimes designed to pressure Palestinian detainees into becoming collaborators or informants for Israel,
L. considérant qu'en 2007, deux rapports publiés par des ONG israéliennes ont montré que des prisonniers palestiniens étaient victimes de mauvais traitements physiques et étaient empêchés de satisfaire des besoins essentiels, en étant notamment privés de nourriture ou de sommeil pendant plus de vingt-quatre heures; considérant que ces informations ont été confirmées dans le rapport du Comité public contre la torture en Israël (CPCTI), intitulé "No Defence: Soldier Violence against Palestinian Detainees", qui a été publié le 22 juin 2008; considérant que, quoique le phénomène de la violence exercée par les militaires contre les détenus palestiniens soit bien connu, seul un nombre infime d'enquêtes et de poursuites ont été menées dans des affaires concernant des mauvais traitements commis par des soldats; considérant que ces actes de violence et de harcèlement ont parfois pour but de pousser des détenus palestiniens à devenir des collaborateurs ou des informateurs à la solde d'Israël;

Reaffirms that the situation in East Jerusalem is part of the conflict as a whole and remains an issue for negotiations by the two sides; calls for the halt of the discriminatory treatment of Palestinian residents and for the re-opening of the Palestinian institutions in East Jerusalem; considers, however, that despite the existing restrictions on its residents participating in the elections, the ballot and its turnout this year was more satisfying;
12. réaffirme que la situation à Jérusalem‑Est fait partie du conflit dans son ensemble et demeure un point de négociation pour les deux parties; souhaite la suspension du traitement discriminatoire de résidents palestiniens et la réouverture des institutions palestiniennes à Jérusalem‑Est; estime néanmoins qu'en dépit des restrictions imposées à ces résidents au niveau de la participation aux élections, le scrutin et des résultats ont été plus satisfaisants cette année;

The Israeli Defence Force and Israeli authorities should cease violations of human rights and humanitarian law, including unlawful killings and excessive use of lethal force; destruction of Palestinian homes and property; closures of towns and villages; arbitrary arrests; torture or other cruel, inhuman or degrading treatment of Palestinians; hindering access of medical professionals and medical care; hindering access of international humanitarian organizations, human rights organizations and journalists.

Would it not make more sense to give the Palestinians the same privileges that we are giving to the Israelis, and would it not make more sense and have greater meaning to give them this preferential treatment as a separate agreement that preserves and acknowledges their separate aspirations and interests?
Ne serait-il pas plus logique d'accorder aux Palestiniens les mêmes privilèges que nous accordons aux Israéliens et ne serait-il pas plus logique et significatif de leur accorder ce traitement préférentiel dans le cadre d'un accord distinct qui reconnaîtrait les aspirations et les intérêts propres à ce peuple?
