Countries need to undertake far-reaching judicial reforms with the aim of ensuring independent and efficient judicial systems capable of ensuring fair trials, where judges and prosecutors are appointed and promoted on merit and where they are impartial and accountable and not subject to political or other pressure.
Les pays doivent entreprendre des réformes judiciaires de grande envergure afin d’assurer l’indépendance et l’efficacité de systèmes judiciaires capables de garantir des procès équitables, au sein desquels les juges et les procureurs sont nommés et promus selon leurs mérites, sont impartiaux et ont l’obligation de rendre compte et ne sont soumis à aucune pression politique ou autre.

Previous convictions may influence the course of a trial: the judge may assess the risk of repeat offending, thereby also influencing the nature and quantum of the sentence.
En effet, des condamnations antérieures peuvent influencer le cours d'un procès: le juge peut évaluer le risque de récidivisme, ce qui influence aussi la nature et le quantum de la peine.

(16) The pre-trial conference judge shall complete a Report to Trial Judge in Form 18-A1, which shall be forwarded to the trial judge not later than ten (10) days prior to the date on which pre-trial applications or the trial is scheduled to commence, as the case may be.
