To date, the federal gover
nment has concluded tripartite agreements with regional First Nations’ organizations and provincial authorities in six provinces and one territory – Manitoba, New Brunswick, Ontario, Quebec, Alberta, Prince Edward Island and Yukon – and a sub-regional
agreement with the Saskatoon Tribal Council.17 Unlike the
agreements concluded in British Columbia and Nova Scotia, these agreeme
nts are not legally binding and do not involve a transfer of jurisdict
