I spoke last week with the new Minister of Foreign Affairs, Mr Ounaies, following his appointment, and we met together today in Brussels. He confirmed today the request for support from the EU in the preparatory phase of the elections and in the observation of future elections. We are about to dispatch an experts’ mission to Tunisia to assess the electoral legislation and provide legal advice to the transition authorities on it, and last week EEAS managing director Hugues Mingarelli was on the ground in Tunisia discussing people’s needs with them.
J’ai parlé la semaine dernière au nouveau ministre des affaires étrangères, M. Ounaies, à la suite de sa nomination, et nous nous sommes rencontrés aujourd’hui à Bruxelles. Nous avons eu ici − c’est le premier lieu où il se rend depuis sa prise de fonctions − une discussion fournie sur la meilleure manière dont l’Union européenne peut apporter son soutien à la transition et son assistance au peuple tunisien. M. Ounaies a confirmé qu’il demandait l’aide de l’Union pour la phase préparatoire des élections et l’observation des futures élections. Nous allons détacher une mission d’experts en Tunisie pour évaluer la loi électorale et fournir à cet égard des conseils juridiques aux autorités provisoires, et la semaine dernière, Hugues Mingarelli, directeur général du SEAE, était sur place, en Tunisie, pour évoquer les besoins de la population avec celle-ci.

Beyond these statements and the resolution we must surely adopt on this subject, I hope that we shall have the opportunity to see the establishment and rapid adoption of specific mechanisms in the form of an Association Council and a Subcommittee on Human Rights. I shall close, Mr President, by simply asking that civil society in Tunisia, which is treated with utter contempt today, be associated with this human-rights committee.
J’espère qu’au-delà de ces déclarations et de la résolution que nous ne manquerons pas, j’en suis sûr, de voter à ce propos, nous aurons l’occasion de voir la mise en place et l’adoption très rapide de mesures concrètes sous la forme d’un conseil d’association et d’un sous-comité «droits de l’homme». Je terminerai, Monsieur le Président, en demandant simplement que soit associée à ce comité «droits de l’homme» la société civile tunisienne qui est complètement bafouée aujourd’hui.
