In order to ensure that allowances can be transferred between persons within the Community without any restriction, and to ensure that the Community scheme can be linked to emissions trading systems in third countries and sub-federal and regional entities, from January 2012 onwards, all allowances should be held in the Community registry established under Decision No 280/2004/EC of the European Parliament and of the Council of 11 February 2004 concerning a mechanism for monitoring Community greenhouse gas emissions and for implementing the Kyoto Protocol .

As regards Directive 2003/87/EC, the Commission should be empowered to adopt provisions necessary for the implementation of Article 11b(5), to adopt guidelines for the monitoring and reporting of emissions, to adopt a Regulation for a standardised and secured system of registries including provisions concerning the use and identification of CERs and ERUs in the Community scheme and the monitoring of the level of such use, to amend Annex III as laid down in Article 22, to approve inclusion of activities and greenhouse gases not listed in Annex I, to draw up any necessary provisions relating to the mutual recognition of allowances under agreements with third countries, and to adopt standardised or accepted methods for monitoring of emissions of other greenhouse gases.

6. CONSIDERS that, to this end, the Commission should draw up a priority action programme for the Mediterranean area which should be prepared within a term of 18 months, taking into account the decisions of the Conference of the Parties to the Barcelona Convention on 9 June 1995, with the appropriate participation of governments and interested institutions and the public, and which should be submitted to the Council and approved as soon as possible thereafter through whatever mechanism is established to follow up the Euromediterranean Conference. 7. CONSIDERS that the priority actions should include the following areas in the above mentioned programme: - integrated management of waters, soils and coastal areas; - management of waste; - prevention of, and struggle against air pollution and pollution in the Mediterranean Sea; - natural heritage, landscapes and sites conservation and management; - Mediterranean forest protection, conservation and restoration, in particular through prevention and control of erosion, soil degradation and forest fires; - transfer of Community experience in financing techniques, legislation and environmental monitoring; - integration of environmental concerns in all policies.
6. CONSIDERE qu'à cette fin la Commission devrait établir un programme d'action prioritaire en matière d'environnement pour le bassin méditerranéen, qui devrait être élaboré dans un délai de 18 mois, compte tenu des conclusions de la Conférence des parties à la Convention de Barcelone du 9 juin 1995, avec la participation, selon qu'il conviendra, des gouvernements, des institutions intéressées et du public, et qui devrait être soumis au Conseil et approuvé ultérieurement dans les meilleurs délais par l'organe, quel qu'il soit, créé pour assurer le suivi de la Conférence euroméditerranéenne. 7. CONSIDERE que les actions prioritaires devraient inclure les domaines ci-après dans le programme susmentionné : - gestion intégrée des eaux, des sols et des zones côtières ; - gestion des déchets ; - prévention de la pollution atmosphérique et de la pollution de la mer Méditerranée et lutte contre celles-ci ; - conservation et gestion du patrimoine naturel, des paysages et des sites ; - protection, conservation et reconstitution de la forêt méditerranéenne, en particulier grâce à la prévention et à la maîtrise de l'érosion, de la dégradation des sols et des incendies de forêt ; - transfert de l'expérience communautaire en matière de techniques de financement, de législation et de surveillance dans le domaine de l'environnement ; - intégration des préoccupations environnementales dans toutes les politiques.
