whereas the Union should apply counter measures towards companies who make use of such tax havens; whereas this has already been called for in the European Parliament's Report on the Annual Tax Report 2014 , which asked for the 'introduction of strong sanctions to prevent companies breaching or dodging tax standards, by refraining from granting EU funding and access to state aid or to public procurement to fraudulent companies or companies located in tax havens or countries distorting competition with favourable tax conditions; urges MSs to recover all types of public support given to companies if they are involved in breaching EU tax standards'; whereas Member States should also be subject to counter-measures in case they refuse to act to modify their harmful preferential tax regimes undermining the existence of a level-playing field in the Union;

Underlines the destabilising impact of the Libyan conflict on other countries in the Sahel region as well as on European security; calls on neighbouring countries and regional players, especially Egypt, Qatar, Saudi Arabia, Turkey and the UAE, to refrain from actions which might exacerbate current divisions and undermine Libya’s democratic transition, and to fully support the UN-led Ghadames process; recalls that those who are actively creating obstacles to a consensual political solution are in violation of Security Council resolutions on Libya and must face the consequences of their actions;

Calls on the Serbian authorities and political leaders to refrain from statements and actions that undermine the authority and integrity of the court, and on Serbia to keep its promise and remain consistently dedicated to regional cooperation and reconciliation in the Western Balkans, despite the manifest disappointment of Serbian public opinion after the recent acquittals in the Gotovina, Markac and Haradinaj cases; welcomes the signing of the protocol on cooperation in the prosecution of perpetrators of war crimes, crimes against humanity and genocide between Serbia and Bosnia and Herzegovina;

Calls on the Member States to submit national reform programmes consistent with the aim of the Platform and with the Union's objectives of social and sustainable development, and, supporting the Commission's recognition that poverty ‘is unacceptable in 21st-century Europe’, calls on them to refrain from calling into question wage indexation systems and collective labour agreements or restricting, in an unreasonable and unjustified way, their capacity for investment and social spending in the context of economic governance, whilst ensuring the sustainability of public finances and the creation of well-paid jobs, bearing in mind that poverty reduction is an essential corollary of smart, sustainable and inclusive growth; calls for clarification of the status of national action plans for social inclusion and, in particular, the question of their integration into national reform programmes under the Europe 2020 strategy; calls on the Commission to develop country-specific recommendations with a view to meeting the poverty reduction target, especially in the event that those programmes are not successful, bearing in mind that poverty reduction requires us to step up our efforts and mobilise all parties and all our resources to reduce poverty and extreme poverty significantly in the medium term, and to reduce greatly or eradicate poverty by 2020 at the latest; proposes that the Commission draw up guidelines at European level for the Member States so as to ensure that local authorities and other stakeholders participate effectively in the drafting of national reform programmes; notes that ‘territorial pacts’ potentially offer the most comprehensive and consistent means of involving local authorities in this process, as proposed in the Fifth Cohesion Report; believes that the Europe 2020 target of reducing the number of people at risk of poverty by 20 million can be achieved only if the austerity measures currently being taken in the EU, and those to be taken in the ...
