TRADUCTIONS EN CONTEXTE

Since the objectives of this Regulation, namely to ensure a harmonised approach to trade in breeding animals and their germinal products and their entry into the Union, as well as to the official controls necessary to be performed on breeding programmes carried out by breed societies and breeding operations, cannot be sufficiently achieved by the Member States but can rather, by reason of its effect, complexity, transborder and international character, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as referred to in Article 5 of the Treaty on European Union.
Étant donné que les objectifs du présent règlement, à savoir garantir une approche harmonisée quant aux échanges et à l'entrée dans l'Union d'animaux reproducteurs et de leurs produits germinaux ainsi qu'aux contrôles officiels à appliquer aux programmes de sélection menés par les organismes de sélection et les établissements de sélection, ne peuvent pas être atteints de manière suffisante par les États membres mais peuvent, en raison de leurs effets, de leur complexité et de leur caractère transfrontalier et international, l'être mieux au niveau de l'Union, celle-ci peut prendre des mesures, conformément au principe de subsidiarité consacré à l'article 5 du traité sur l'Union européenne.

3. In order to ensure closer coordination of economic policies and sustained convergence of the economic performances of the Member States, the Council shall, on the basis of reports submitted by the Commission, monitor economic developments in each of the Member States and in the Union as well as the consistency of economic policies with the broad guidelines referred to in paragraph 2, and regularly carry out an overall assessment.
