TRADUCTIONS EN CONTEXTE

To allow for the most efficient use of the Union budget so as to enhance the multiplier effect of Union financial assistance, the Commission shall provide financial assistance as a priority in the form of financial instruments whenever appropriate, subject to market take-up and whilst respecting the ceiling for the use of financial instruments in accordance with Article 14(2) and Article 21(4).
Afin de permettre le meilleur usage du budget de l'Union afin de renforcer l'effet multiplicateur du concours financier de l'Union, la Commission apporte un concours financier en priorité sous forme d'instruments financiers, le cas échéant, sous réserve de la réponse des marchés, tout en respectant le plafond prévu pour l'utilisation d'instruments financiers conformément à l'article 14, paragraphe 2, et de l'article 21, paragraphe 4.

To allow for the most efficient use of the Union budget and to enhance the multiplier effect of Union financial assistance, as regards the energy sector, the Commission should, to the extent possible and subject to market take-up, endeavour to give priority to the use of financial instruments whenever appropriate, whilst respecting the ceiling for the use of financial instruments in accordance with this Regulation.
Afin de permettre le meilleur usage du budget de l'Union et de renforcer l'effet multiplicateur du concours financier de l'Union, en ce qui concerne le secteur de l'énergie, la Commission devrait chercher, dans toute la mesure du possible et sous réserve de la réponse du marché, à donner la priorité aux instruments financiers, lorsque cela est possible, tout en respectant le plafond prévu pour leur utilisation, conformément au présent règlement.

In addition, the European Parliament emphasised the need to maximise the impact of Union funding and the opportunity offered by the Cohesion and by the European Structural and Investment Funds and financial instruments to fund key national and cross-border European priority energy infrastructure projects, and stressed the need for a substantial allocation from the Union budget for financial instruments in this field.
Par ailleurs, le Parlement européen a souligné la nécessité de maximiser l'impact du financement européen et les perspectives offertes par le Fonds de cohésion et par les fonds structurels et d'investissement européens et les instruments financiers pour financer les projets d'infrastructures énergétiques nationales et transfrontalières prioritaires en Europe; il a également souligné la nécessité d'affecter des fonds substantiels du budget de l'Union à des instruments financiers dans ce domaine.

The Commission shall report to the European Parliament and to the Council by 15 March each year ('year X'), using the common template, on financial support and technology transfer to developing countries through the Union budget, instruments and funds, in particular the Climate and Biodiversity Fund.

37. Welcomes the agreement reached at the European Council meeting of 28 and 29 June 2012 to increase the EIB‘s capital by EUR 10 billion, which will enable the EIB group to boost its lending capacity within the Union by approximately EUR 60 billion over the period 2012-2015 and leverage some EUR 180 billion of total investment, and thus play a welcome role as part of the concerted efforts to boost the European economy; welcomes the fact that the EIB in its lending priorities specifically identified the need to extend the range of banking partners for SME lending so as to include new financial and non-conventional intermediaries; stresses that this new commitment must not undermine the parallel efforts to strengthen and improve the joint EIB-Union budget instruments used to share risk and take equity stakes; in light of this, calls on the Commission to strengthen and optimise the risk-sharing instruments of the European Investment Bank and the European Investment Fund programmes for portfolios of equity or mezzanine financing granted by financial institutions (intermediaries) to SMEs; recognises that cohesion policy is one of the main sources of financial support for SMEs and that funding programmes under the Structural Funds, a reduction in red tape and increased speed and efficiency are essential to fostering the recovery of the EU economy and its competitiveness;
37. se félicite de l'accord conclu lors de la réunion du Conseil européen des 28 et 29 juin 2012 pour augmenter le capital de la BEI à hauteur de 10 milliards d'euros, ce qui permettra au groupe de la BEI d'accroître sa capacité de prêt au sein de l'Union d'approximativement 60 milliards d'euros sur la période 2012-2015 et de générer un investissement total d'environ 180 milliards d'euros, exerçant ainsi une influence appréciable dans le cadre des efforts concertés pour redynamiser l'économie européenne; se félicite que la BEI ait spécifiquement inscrit dans ses priorités de crédit la nécessité d'étendre la liste de ses partenaires bancaires pour le crédit à destination des PME, afin d'inclure de nouveaux intermédiaires financiers et non conventionnels; souligne que ce nouvel engagement ne doit pas nuire aux efforts déployés en parallèle pour renforcer et améliorer les instruments budgétaires conjoints entre la BEI et l'Union qui permettent de répartir les risques et de prendre des participations dans les entreprises; invite la Commission, à la lumière de ces éléments, à renforcer et à optimiser les instruments de partage des risques de la Banque européenne d'investissement et les programmes du Fonds européen d'investissement basés sur des portefeuilles d'actions ou des financements mezzanine accordés par des établissements financiers (intermédiaires) à des PME; reconnaît que la politique de cohésion est l'une des principales sources d'aides financières aux PME et que les programmes de financement menés au titre des fonds structurels, une réduction de la bureaucratie, une amélioration de la rapidité et de l'efficacité constituent des éléments essentiels pour favoriser la reprise de l'économie européenne et sa compétitivité;

48. Welcomes, also, the agreement reached at the European Council meeting of 28 and 29 June 2012 to increase the EIB’s capital by EUR 10 billion, which will enable the EIB group to boost its lending capacity within the Union in coming years by approximately EUR 60 billion, and thus play a welcome countercyclical role as part of the concerted efforts to revive the European economy; points out that it is generally acknowledged that EIB loans have a multiplier effect of three; emphasises, therefore, that this new commitment must not undermine the parallel efforts to strengthen and improve the joint EIB-Union budget instruments used to share risk and take equity stakes, since these are used to support other types of projects and measures than those covered by EIB loans and have a higher multiplier effect than such loans;
48. se félicite également de l'accord intervenu au Conseil européen des 28 et 29 juin 2012 sur l'augmentation du capital de la BEI de 10 milliards d'EUR, ce qui permettra au groupe BEI d'augmenter sa capacité de prêts à l'intérieur de l'Union pour les années qui viennent d'approximativement 60 milliards d'EUR et de jouer ainsi un rôle contracyclique bienvenu dans le cadre d'un effort de relance concerté de l'économie européenne; rappelle qu'il est communément admis que les prêts de la BEI ont un effet multiplicateur de trois; insiste dès lors pour que ce nouvel engagement ne se fasse pas au détriment d'un renforcement et d'une amélioration en parallèle des instruments conjoints BEI - budget de l'Union en matière de partage des risques ou de prise de participation au capital, qui permettent de soutenir d'autres types de projets et d'actions que ceux couverts par les prêts de la BEI, et qui le cas échéant ont un effet multiplicateur supérieur à celui des prêts de la BEI;

38. Regrets furthermore that these instruments are complex and difficult to account for correctly, which also makes public scrutiny more challenging; calls on the Commission to be more transparent and to regularly report on leverage, losses and risks such as investment bubbles; urges the Commission to give a full overview of the number of projects financed under each of the financial engineering instruments and the results achieved, to indicate clearly how much Union budget allocations were used to co-finance these FEI projects and to present a comprehensive cost-benefit analysis of the instrument of FEIs compared with more direct forms of project funding;
38. déplore en outre que ces instruments soient complexes et que la comptabilité en soit malaisée, ce qui complique d'autant l'exercice du contrôle démocratique; demande à la Commission de faire preuve de plus de transparence et de rendre compte régulièrement du ratio d'endettement, des pertes et des risques tels que les bulles d'investissement; invite instamment la Commission à dresser un panorama complet des projets financés à l'aide de chacun des instruments d'ingénierie financière et des résultats obtenus, à préciser le montant de crédits du budget de l'Union employés pour cofinancer les projets relevant des IIF et à présenter une analyse exhaustive des coûts-bénéfices des IFF par rapport à des formes plus directes de financement des projets;

In order to ensure a uniform implementation of the Fund, the Union budget allocated to the Instrument should be implemented by direct and indirect management in respect of actions of particular interest to the Union (‘Union actions’), emergency assistance and technical assistance, and by shared management in respect of national programmes and actions requiring administrative flexibility.
Afin de garantir une mise en œuvre uniforme du Fonds, le budget de l’Union alloué à l’instrument devrait être exécuté dans le cadre de la gestion directe et indirecte à l’égard des actions revêtant un intérêt particulier pour l’Union (ci-après dénommées «actions de l’Union»), de l’aide d’urgence et de l’assistance technique ainsi que dans le cadre de la gestion partagée à l’égard de programmes et d’actions nationaux nécessitant une souplesse administrative.

Furthermore, it is important to foster and facilitate cooperation between the Union and its partners and other participating countries for their common benefit, in particular through the best and most effective coordination of resources provided and the pooling of contributions from internal and external instruments of the Union budget, in particular for the benefit of cross-border cooperation and regional cooperation projects, infrastructure projects of Union interest involving neighbouring countries, and other areas of cooperation.
