The Union Mechanism constitutes a visible expression of European solidarity by ensuring a practical and timely contribution to prevention of and preparedness for disasters and the response to disasters and imminent disasters without prejudice to the relevant guiding principles and arrangements in the field of civil protection.

(4) While the Council Regulation (EC) No 2007/2004 of 26 October 2004 establishing a European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union[39] (hereafter referred to as “the Agency”)constitutes an important step towards the progressive development of the operational dimension of the common integrated border management system, the implementation of effective and common standards for control and surveillance of the external borders calls for a Community financial solidarity mechanism in order to support the Member States who endure, for the benefit of the Community, a lasting and heavy financial burden.
(4) Alors que le règlement du Conseil (CE) n° 2007/2004 du 26 octobre 2004 portant création d'une Agence européenne pour la gestion de la coopération opérationnelle aux frontières extérieures des États membres de l'Union européenne[39] (dénommée ci-après «l'Agence») constitue une étape importante vers le développement progressif de la dimension opérationnelle du système commun intégré de gestion des frontières, la mise en place de normes communes efficaces en matière de contrôle et de surveillance des frontières extérieures appelle un mécanisme communautaire de solidarité financière visant à soutenir les États membres qui supportent, au profit de la Communauté, une charge financière lourde et durable.

This Decision lays down a financial envelope for the entire duration of the Union Mechanism which is to constitute the prime reference amount, within the meaning of Point 17 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management , for the European Parliament and the Council during the annual budgetary procedure.
La présente décision établit une enveloppe financière pour toute la durée du mécanisme de l'Union qui constitue le montant de référence privilégiée, au sens du point 17 de l'accord interinstitutionnel du 2 décembre 2013 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire, la coopération en matière budgétaire et la bonne gestion financière pour le Parlement européen et le Conseil au cours de la procédure budgétaire annuelle.
