– having regard to the strategic document ‘Preparation for a food and nutrition crisis in the Sahel and neighbouring countries’, prepared jointly and updated in February 2012 by Action Against Hunger, the Food and Agriculture Organisation of the United Nations (FAO), the United Nations Office for Coordination of Humanitarian Affairs (OCHA), the United Nations Children's Fund (Unicef) and the World Food Programme (WFP), and launched as a strategy to better respond to the risk of a new food and nutritional crisis in the Sahel in 2012 on behalf of the IASC Regional Food Security and Nutrition Working Group,
– vu le document stratégique intitulé «Préparation pour une crise alimentaire et nutritionnelle au Sahel et les pays limitrophes», élaboré conjointement et mis à jour en février 2012 par Action contre la faim, l'Organisation des Nations unies pour l'alimentation et l'agriculture (FAO), le Bureau de la coordination des affaires humanitaires des Nations unies (BCAH), le Fonds des Nations unies pour l'enfance (Unicef) et le Programme alimentaire mondial (PAM), et lancé comme une stratégie afin de mieux répondre au risque d'une nouvelle crise alimentaire et nutritionnelle au Sahel en 2012 au nom du groupe de travail régional IASC sur la sécurité alimentaire et la nutrition,

18. Welcomes the positive results of the discussions with the World Food Programme (WFP) and the United Nations Children's Fund (UNICEF), as a result of which the WFP and UNICEF changed their rules to make their internal audit reports available to DG ECHO; calls on DG ECHO to conduct similar negotiations with the other UN agencies without delay in order to ensure easy and unbureaucratic access to their internal audit reports; calls on the Commission to inform Parliament’s competent committees on the progress of the negotiations on a six-monthly basis; stresses that all the internal audit reports should be made available to the Commission electronically and not only on the premises of the relevant UN agencies;
18. se félicite de l'issue positive des discussions menées avec le programme alimentaire mondial (PAM) et le Fonds des Nations unies pour l'enfance (UNICEF), à la suite desquelles ceux-ci ont modifié leur réglementation de manière à mettre leurs rapports d'audit interne à la disposition de la DG ECHO; invite la DG ECHO à mener sans attendre des négociations similaires avec les autres agences des Nations unies de façon à obtenir un accès facile et sans formalités excessives à leurs rapports d'audit interne; invite la Commission à informer, sur une base semestrielle, les commissions compétentes du Parlement européen de l'état d'avancement de ces négociations; souligne que tous les rapports d'audit interne devraient être communiqués à la Commission par voie électronique et ne devraient pas se trouver uniquement dans les locaux des agences des Nations unies correspondantes;

WHO/UNICEF/World Food Programme (WFP)/United Nations High Commission for Refugees (UNHCR) have agreed standards for food quality /micronutrient composition ( see Food and Nutrition Needs in Emergencies, Nov 2002) although these are currently under review.
L’OMS/l’UNICEF/le programme alimentaire mondial (PAM)/le Haut Comité des Nations unies pour les réfugiés (HCR) sont convenus de normes pour la qualité de la nourriture/composition en micro-éléments nutritifs ( Food and Nutrition Needs in Emergencies, Nov. 2002) bien qu’elles fassent actuellement l’objet d’un réexamen.

The Commission also considers that it is for international financial institutions and United Nations agencies (not only the HCR but also the UNDP, OCHA, OHCHR, UNRWA, UNICEF, the WFP, WHO etc...), under the supervision of the Secretary-General, to better define the functions of each in improving the governance of refugees and to establish a strategic coordinated action plan to make practical improvements to the prospects for durable solutions in the application of each of these functions, having regard both to the fate awaiting refugees and to the capacities of the host countries and countries of origin concerned by flows related to asylum, integration and durable returns.

Further progress should moreover be made in introducing EU co-ordination in certain forums dealing with development co-operation and humanitarian assistance, such as the United Nations Development Programme (UNDP) and the World Food Programme (WFP).
Il conviendrait de consentir des efforts supplémentaires pour instaurer une coordination de l'UE dans certaines enceintes chargées de la coopération au développement et de l'aide humanitaire telles que le Programme des Nations unies pour le développement (PNUD) et le Programme alimentaire mondial (PAM).
