Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. Obsessional thoughts are ideas, images, or impulses that enter the patient's mind again and again in a stereotyped form. They are almost invariably distressing and the patient often tries, unsuccessfully, to resist them. They are, however, recognized as his or her own thoughts, even though they are involuntary and often repugnant. Compulsive acts or rituals are stereotyped behaviours that are repeated again and again. They are not inherently enjoyable, nor do they result in the completion of inherently useful tasks. ( 12) Under this Regulation, the Union will provide assistance to address global, regional, national and local human rights and democratisation issues in partnership with civil society, understood to span all types of social actions by individuals or groups that are independent from the state and whose activities help to promote human rights and democracy, including human rights defenders as defined by UN Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms (Declaration on Human Rights Defenders).

Where two university or recognized equivalent courses coexist in a Member State and where one of these extends over four years and the other over three years, the diploma, certificate or other evidence of formal qualifications awarded on completion of the three-year university course or its recognized equivalent shall be considered to fulfil the condition of duration referred to in the first subparagraph in so far as the diplomas, certificates or other evidence of formal qualifications awarded on completion of both courses are recognized as equivalent by the State in question.

2. The qualified person shall be in possession of a diploma, certificate or other evidence of formal qualifications awarded on completion of a university course of study, or a course recognized as equivalent by the Member State concerned, extending over a period of at least four years of theoretical and practical study in one of the following scientific disciplines: pharmacy, medicine, veterinary science, chemistry, pharmaceutical chemistry and technology, biology.
2. La personne qualifiée doit être en possession d'un diplôme, certificat ou autre titre sanctionnant un cycle de formation universitaire, ou un cycle de formation reconnu équivalent par l'État membre intéressé, s'étendant sur une durée minimale de quatre années d'enseignement théorique et pratique dans l'une des disciplines scientifiques suivantes: pharmacie, médecine, médecine vétérinaire, chimie, chimie et technologie pharmaceutiques, biologie.

2. The holder of a diploma, certificate or other evidence of formal qualifications awarded on completion of a university course - or a course recognized as equivalent by the Member State concerned - in a scientific discipline allowing him to engage in the activities of the person referred to in Article 52 in accordance with the laws of that State may - if he began his course prior to 9 October 1981 - be considered as qualified to carry out in that State the duties of the person referred to in Article 52, provided that he has previously engaged in the following activities for at least two years before 9 October 1991 in one or more undertakings with a manufacturing authorization; production supervision and/or qualitative and quantitative analysis of active substances, and the necessary testing and checking under the direct authority of a person as referred to in Article 52 to ensure the quality of veterinary medicinal products.
2. Le titulaire d'un diplôme, certificat ou autre titre, sanctionnant un cycle de formation universitaire ou un cycle de formation reconnu équivalent par l'État membre intéressé dans une discipline scientifique qui l'habilite à exercer les activités de la personne visée à l'article 52 conformément à la législation de cet État, peut - lorsqu'il a commencé sa formation avant le 9 octobre 1981 - être considéré comme qualifié pour assumer dans cet État la charge de la personne visée à l'article 52 à condition d'avoir au préalable exercé, avant le 9 octobre 1991, pendant au moins deux ans, dans une ou plusieurs entreprises ayant obtenu une autorisation de fabrication, des activités de surveillance de production et/ou des activités d'analyse qualitative et quantitative des substances actives ainsi que d'essais et vérifications nécessaires pour assurer la qualité des médicaments vétérinaires sous l'autorité directe d'une personne visée à l'article 52.
