7. Calls on the EU and its Member States to enforce the principle that listed or unlisted multinational companies of all countries and sectors, and especially those companies extracting natural resources, must adopt country-by-country reporting (CBCR) as a standard, requiring them to publish, as part of their annual reporting and on a country-by-country basis for each territory in which they operate, the names of all subsidiaries and their respective financial performance, relevant tax information, assets and number of employees, and to ensure that this information is made publicly available, while minimising administrative burdens by excluding micro-enterprises; calls on the Commission to put forward a legislative proposal to amend the Accounting Directive accordingly; recalls that public transparency is a vital step towards fixing the current tax system and building public trust; calls on the OECD to recommend that its proposed CBCR template should be made public by all multinational corporations (MNCs), to ensure that all tax authorities in all countries are able to access thorough information, allowing them to assess transfer pricing risks and determine the most effective way to deploy audit resources; underlines that tax exemptions and advantages granted to foreign investors through bilateral tax treaties provide MNCs with an unfair competitive advantage relative to domestic firms, especially SMEs;
7. invite l'Union européenne et ses États membres à appliquer le principe selon lequel les entreprises multinationales, cotées ou non, de tous pays et secteurs, en particulier les entreprises qui extraient des ressources naturelles, doivent adopter la publication d'informations pays par pays (IPPP) comme norme, en les obligeant à publier dans le cadre de leur rapport annuel par pays pour chaque territoire où elles opèrent les noms de toutes les filiales et leurs performances financières respectives, les informations fiscales pertinentes, les actifs et le nombre de salariés, à s'assurer que cette information est mise à la disposition du public, et à atténuer les charges administratives en excluant les micro-entreprises; demande, dès lors, à la Commission de présenter une proposition législative tendant à modifier en conséquence la directive comptable; rappelle que la transparence est un élément essentiel pour remettre de l'ordre dans l'actuel système fiscal et regagner la confiance des citoyens; invite l'OCDE à recommander la publication, par toutes les multinationales, des IPPP selon le modèle qu'elle propose, afin que tous les services fiscaux des différents pays puissent avoir accès à des informations exhaustives leur permettant d'évaluer les risques de prix de transfert et de déterminer la meilleure manière de déployer leurs ressources de contrôle; souligne que les exemptions et les avantages fiscaux octroyés aux investisseurs étrangers au moyen d'accords fiscaux bilatéraux procurent aux multinationales un avantage concurrentiel déloyal par rapport aux entreprises nationales, en particulier les PME;

E. whereas, while most family businesses are SMEs, family businesses can be small, medium-sized or large, listed or unlisted; whereas they have been widely equated to SMEs, neglecting the fact that there are also very large multinational corporations that are family businesses; whereas in some EU Member States a few family businesses account for a large share of the total turnover of all businesses and thus make a significant contribution to job retention, including in times of crisis, to creation and growth and to the economic success of the country concerned; whereas many family businesses that no longer meet the definition of SMEs, but are also far from being major corporations, are ineligible for specific funding opportunities and some administrative exemptions; whereas this inevitably leads to unnecessary red tape, which is a great burden, especially for these mid-cap family businesses;
E. considérant que, si les entreprises familiales sont majoritairement des PME, il peut s'agir de petites, de moyennes ou de grandes entreprises, cotées ou non; qu'elles sont souvent assimilées à des PME, alors qu'il existe aussi de très grandes multinationales qui sont des entreprises familiales; que dans certains États membres, une part importante du chiffre d'affaires total de toutes les entreprises est imputable à quelques entreprises familiales qui, partant, contribuent de façon déterminante à la préservation de l'emploi, notamment en temps de crise, à la création d'emplois, à la croissance et aux performances économiques du pays concerné; que de nombreuses entreprises familiales qui n'entrent plus dans la définition de "PME" mais sont loin d'être de grandes entreprises ne peuvent ni bénéficier de certains dispositifs de financement ni être exemptées de certaines obligations administratives; que cet état de fait entraîne nécessairement des contraintes administratives inutiles particulièrement lourdes, notamment pour ces entreprises familiales de taille intermédiaire;
