The three main planks of the policy will be to promote access to housing through financial assistance from the State; to create a Housing Observatory; and to support the emergence of pilot projects and new strategy concepts (examination of a sectoral housing plan; study of the conditions for the creation of a partnership between the public sector and owners of unoccupied dwellings; recourse to long-term leases for public promoters; launching of a proposed "social accommodation agency" to help house the disadvantaged).
Elle tournera autour de trois axes d'intervention, consistant à favoriser l'accès au logement via des participations financières de l'État; à créer un Observatoire de l'Habitat; et à soutenir l'émergence de projets pilotes et de concepts stratégiques nouveaux (mise à l'étude d'un plan sectoriel du logement, étude des conditions de création d'un partenariat entre le secteur public et les propriétaires de logements inoccupés, recours au mécanisme de bail emphytéotique pour les promoteurs publics, initiation d'un projet d'agence immobilière sociale).
