The proposal, as has already been said by the Commission, is a good proposal, yet I should like to emphasise the message we were given by the draftsmen of the opinion of the Committee on International Trade, Daniel Varela Suanzes-Carpegna, namely that this is exactly the kind of instrument that can effectively respond to a crisis such as the one we are experiencing in the fisheries sector today.
La proposition, comme l'a déjà dit la Commission, est bonne, mais j'aimerais toutefois souligner le message que nous a communiqué le rapporteur pour avis quant à l'opinion de la commission du commerce international, Daniel Varela Suanzes-Carpegna, à savoir qu'il s'agit exactement du type d'instrument qui peut apporter une réponse efficace à une crise comme celle que nous connaissons actuellement dans le secteur de la pêche.

It is clear, not only from the Committee on Fisheries’ hearing, but also from what my colleague Mr Varela has said, that the time has come to act.
