D. whereas the Treaty of Lisbon, by introducing the Union’s legal personality, enhances the EU’s capacity to join various international organisations, entrusts it with a wider range of competences in its external action, provides, notably by the creation of the post of a Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) and the European External Action Service (EEAS), the Union with an opportunity for a clearer and stronger single voice in the world, as well as encouraging all types of mutually beneficial cooperation with relevant international and regional organisations and groups of states, and whereas it enables the Union to organise itself in such a way as to be able to become an effective global player,

Confirms its support for permanent observer status for the EU in the AC; recognises that EU Member States are involved in AC work through various international organisations (such as the IMO, OSPAR, NEAFC and the Stockholm Convention) and highlights the need for coherence in all EU policies towards the Arctic; asks the Commission to keep Parliament duly informed about meetings and work in the AC and its Working Groups; stresses meanwhile that the EU and its Member States are already present as members or observers in other international organisations with relevance to the Arctic such as the IMO, OSPAR, NEAFC and the Stockholm Convention and therefore should more coherently focus on the work in these organisations; underlines in this regard in particular the need for coherence in all EU policies towards the Arctic; encourages the AC to involve civil society and non-governmental organisations more closely as ad-hoc observers;
54. confirme son soutien à l'octroi à l'Union du statut d'observateur permanent au sein du Conseil de l'Arctique; reconnaît que l'Union et ses États membres s'associent à l'œuvre du Conseil de l'Arctique par l'intermédiaire d'organisations internationales – telles que l'OMI, la convention OSPAR, la CPANE ou la convention de Stockholm – et souligne le besoin de cohérence pour toutes les politiques de l'Union relatives à l'Arctique; invite la Commission à le garder dûment informé des réunions et travaux du Conseil de l'Arctique et de ses groupes de travail; remarque, en même temps, que l'Union et ses États membres sont déjà présents, en qualité de membre ou d'observateur, dans d'autres organisations internationales concernant l'Arctique – telles que l'OMI, la convention OSPAR, la CPANE ou la convention de Stockholm – et qu'ils doivent, dès lors, s'intéresser de manière plus cohérente aux travaux de ces organisations; souligne, à cet égard notamment, le besoin de cohérence pour toutes les politiques de l'Union relatives à l'Arctique; encourage le Conseil de l'Arctique à associer plus étroitement à ses travaux, en qualité d'observateurs, la société civile et les organisations non gouvernementales;

(3) The wide range of activities carried out in the Member States (by a public sector body or natural or legal persons) and by various international organisations and programmes such as FAO, the European Cooperative Programme for Crop Genetic Resources Networks (ECP/GR), the Consultative Group on International Agricultural Research (CGIAR), the Global Forum on Agricultural Research (GFAR), the Agricultural Research for Development (ARD) regional and subregional organisations supported by the Community, the European Regional Focal Point (ERFP) of National Coordinators for the Management of Farm Animal Genetic Resources, the European Forest Genetic Resources Programme (Euforgen) and the related commitments of the ongoing Ministerial Conference on the protection of forests in Europe (MCPFE) to which the Community is signatory call for an effective information exchange and close coordination between the Community main actors and with the relevant organisations throughout the world with regard to the conservation, characterisation, collection and utilisation of genetic resources in agriculture so as to enhance their positive impact on agriculture.

A total of ninety participants took part in the Tirana seminar, representing a large number of higher education institutions in the region and of the European Union, together with various international organisations.
