9. Where an officer determines, during the course of a verification of origin, that a producer of goods has failed to record costs in accordance with Generally Accepted Accounting Principles applied in the territory of the NAFTA country or Chile in which the goods that are the subject of the verification of origin are produced, the officer shall send a written notice to the producer stating that the producer has not recorded its costs in accordance with Generally Accepted Accounting Principles and that the producer must record those costs in accordance with those principles within 60 days after receiving that written notice.

Finally, with regard to the implementation of the O.P. s selected for audit, the principal observations were : - very slow progress in implementing the generally perceived urgent need for land reform; - inadequate levels of verification of projects approved under the Bad Weather and Drought Operational Programmes; - the acceptance of applications in regions not covered by the Bad Weather Operational Programme as well as the acceptance of ineligible expenditure; - the approval, without adequate evaluation, of aid in excess of 1 billion Escudos (5.6 million ECU) for an extensive development of 300 hectares of glasshouses which turned out to have been wildly optimistic and which has since failed with the possibility of the loss of the entire Community aid, - an apparent irregularity, involving a material amount of Community aid in the Forestry Operational Programme, which has serious consequences in that it would appear to have been perpetrated by employees of the Forestry Institute, a State Body; furthermore, there was a failure on the part of the Portuguese authorities to inform the Commission services and, accordingly, no independent investigation of the incident has, as yet, been undertaken.
