Going into recession, we were already raising flags about what was really a polarized labour market and saying that in Canada there are groups of workers who are very well employed and who enjoyed the success of the previous 10 years and it was a good 10 years but there is a large and growing group of people who are confined to the low-wage labour market, certainly those on income assistance programs. Looking forward, we've certainly seen that the numbers have swelled through this recession.
Déjà, à ce moment, nous soulignions à quel point le marché du travail était polarisé: au Canada, il y a des groupes de travailleurs qui occupent de très bons emplois et qui profitent de la réussite des 10 dernières années — qui ont été 10 années très prospères —, mais il y a un groupe important et toujours croissant de personnes qui sont confinées aux emplois à faible salaire, et cela comprend certainement les personnes qui touchent des prestations des programmes d'aide au revenu.
