Definition: Voluntary, repetitive, stereotyped, nonfunctional (and often rhythmic) movements that do not form part of any recognized psychiatric or neurological condition. When such movements occur as symptoms of some other disorder, only the overall disorder should be recorded. The movements that are of a non self-injurious variety include: body-rocking, head-rocking, hair-plucking, hair-twisting, finger-flicking mannerisms, and hand-flapping. Stereotyped self-injurious behaviour includes repetitive head-banging, face-slapping, eye-poking, and biting of hands, lips or other body parts. All the stereotyped movement disorders occur most frequently in association with mental retardation (when this is the case, both should be recorded). If eye-poking occurs in a child with visual impairment, both should be coded: eye-poking under this category and the visual condition under the appropriate somatic disorder code. | Stereotype/habit disorder

Since the objective of this Directive, namely to determine the conditions of entry and residence of third-country nationals for the purposes of research, studies, training and European Voluntary Service, as mandatory provisions, and pupil exchange, voluntary service other than the European Voluntary Service or au pairing, as optional provisions, cannot be sufficiently achieved by the Member States and can rather, by reason of its scale or effects, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 TEU.

Member States may also decide to apply the provisions of this Directive to third-country nationals who apply to be admitted for the purpose of a pupil exchange scheme or educational project, voluntary service other than the European Voluntary Service or au pairing.

This Recommendation is mainly aimed at Community nationals who would like to experience living in a Member State other than their country of origin. It must also be noted that the European Council confirmed at its special meeting in Tampere on 15 and 16 October 1999 that the European Union must ensure equal treatment for third-country nationals who are legally resident in a Member State, and that a more energetic policy on integration should aim to offer them rights and obligations comparable to those of EU citizens. In this respect legally resident third-country nationals who take part in a Community programme such as Socrates, Leonardo da Vinci or the European Voluntary Service, should be allowed to benefit from the acquis communautaire in respect of freedom of movement and equality of treatment. Moreover, in its scoreboard, submitted on 27 March 2000, the Commission undertook to submit an initiative on the entry and residence of third-country nationals for the purpose of study and vocational training.

This Recommendation is mainly aimed at Community nationals who would like to experience living in a Member State other than their country of origin. It must also be noted that the European Council confirmed at its special meeting in Tampere on 15 and 16 October 1999 that the European Union must ensure equal treatment for third country nationals who are legally resident in a Member State, and that a Community policy on integration should aim to offer them rights and obligations comparable to those of EU citizens. Third country nationals who are legally and permanently resident in the Community should also benefit from the provisions of the acquis communautaire relating to freedom of movement and equality of treatment and from the provisions of this Recommendation.
