The Committee also considered whether the removal of questions on unpaid work from the Census and the voluntary National Household Survey would jeopardize Canada’s compliance with its international obligations under the Beijing Platform for Action, to which Canada is committed.

Considering that the voluntary service periods undertaken in Europe by the young: - take the form of public service activities undertaken by voluntary organizations which promote, inter alia, the development of the personality of the volunteers and give them an opportunity to demonstrate their sense of responsibility to society and to the construction of a new Europe; - are based on the free personal decision of the volunteers concerned; - are not in place of compulsory national service, where this exists, and are developed and carried out by and under the responsibility of voluntary organizations; - represent a voluntary unpaid commitment to the community and are considered desirable by that community. The Council and the Ministers note that a number of measures exist which fall within the jurisdiction of the Member States and which should help to overcome any obstacles to undertaking periods of transnational voluntary service, in particular for periods of more than three months.
Considérant que les stages de service volontaire qu'effectuent en Europe des jeunes : - sont des activités d'utilité publique entreprises par des organisations volontaires qui favorisent, entre autres bénéfices, l'épanouissement de la personnalité des volontaires et témoignent de leur sens des responsabilités envers la société et la construction d'une nouvelle Europe ; - reposent sur une décision libre et personnelle des volontaires concernés ; - ne constituent pas des substitutions aux services nationaux obligatoires, là où ils existent, et sont organisés et gérés par et sous la responsabilité des organisations s'occupant de volontariat ; - représentent un engagement volontaire non-rétribué au service de la collectivité et considéré comme souhaitable par celle-ci ; Le Conseil et les ministres constatent qu'il existe un certain nombre de mesures relevant de la compétence des Etats membres qui devraient contribuer à l'élimination des obstacles qui peuvent exister à la poursuite de stages transnationaux de service volontaire, notamment pour les stages d'une durée supérieure à trois mois.
