The bill also carried over miscellaneous urgent items (for example, “special purpose ships and personnel,” ballast water management, and the requirement for the wearing of life jackets) from Bill C-73, a proposed amending bill,(1) which had died on the Order Paper as a result of the April 1997 election call.
