Mr. Steve Mahoney: I appreciate that, and I guess my point should be that if through federal-provincial negotiations we determine that the welfare wall is at the point where it is worth more to stay at home than it is to go to work, then perhaps there should be adjustment in the welfare wall, but not using something called the national child benefit to do it.
