My question really goes to the issue of whether a lot of the focus and a lot of the attention on elections, as if it were a kind of precondition and the be-all and end-all of democracy, isn't in fact a curse in a situation like Afghanistan, where you have ten million Pashtuns who are really excluded from any participation in peace-building, economy-building, democracy-building, or security-building.
