H. whereas, in its conclusions of 14 May 2012, the Council declared that ‘fully recognising Israel’s legitimate security needs, the EU continues to call for the immediate, sustained and unconditional opening of crossings for the flow of humanitarian aid, commercial goods and persons to and from the Gaza Strip, the situation of which is unsustainable as long as it remains politically separated from the West Bank’ and that ‘despite limited progress, the EU urges the government of Israel to take further meaningful and far‑reaching steps allowing for the reconstruction and economic recovery of the Gaza Strip, including by allowing trade with the West Bank and Israel‘;

Despite limited progress, the EU urges the government of Israel to take further meaningful and far-reaching steps allowing for the reconstruction and economic recovery of the Gaza Strip, including by allowing trade with the West Bank and Israel.

5. Welcomes the initiative by the Israeli Ministry of Environment to elaborate a master plan for landscape development in the Lower Jordan River area; urges the Jordanian Government and the Palestinian Authority to take similar initiatives with the aim of adopting master plans for the rehabilitation of sections of the River that flow through their respective territories provided that Israel permits the Palestinian Authority to have access to the Lower Jordan River according to relevant UN Security Council resolutions and International Law; notes that such master plans could become a basis for a comprehensive regional plan to rehabilitate and protect the Lower Jordan River area; takes note of Palestinian Authority plans to establish a West Ghor Canal envisioned in the 1955 Johnston Plan for the irrigation of Palestinian riparian areas of the occupied West Bank;
5. se félicite de l'initiative prise par le ministère israélien de l'environnement d'élaborer un plan directeur pour le développement paysager de la région du cours inférieur du Jourdain; invite instamment le gouvernement jordanien et l'Autorité palestinienne à prendre des initiatives similaires en vue d'adopter des plans directeurs pour la réhabilitation des sections du fleuve qui traversent leurs territoires respectifs, à condition qu'Israël autorise l'Autorité palestinienne à avoir accès à la région du cours inférieur du Jourdain conformément aux résolutions pertinentes du Conseil de sécurité des Nations unies et à la législation internationale; fait observer que ces plans directeurs pourraient servir de base à un plan régional global de réhabilitation et de protection de la région du cours inférieur du Jourdain; prend acte des projets de l'Autorité palestinienne visant à créer un canal du Ghor occidental, envisagé dans le plan Johnston de 1955, pour l'irrigation des zones palestiniennes riveraines de la Cisjordanie occupée;

11. Expresses its deep concern that the deterioration of the situation of the Palestinian people in Gaza and the West Bank on the ground is undermining the credibility of the negotiations, which should lead to the end of the occupation and the establishment of a sovereign Palestinian State alongside Israel on the 4 June 1967 borders; urges Israel to immediately stop the construction of settlements, to close check points in the West Bank instead of increasing their numbers and to end the incursion into towns like Nablus and Bethlehem; reiterates the importance of the release of political prisoners in building confidence; underlines the importance of concluding a peace treaty resolving all outstanding issues, including all core issues, without exception, by the end of 2008; calls on the European Union to play a more active political role to this end;

The EU fully supports the work of James Wolfensohn, the Quartet Special Envoy for Disengagement, and has urged the parties to reach rapid agreement on the issues contained in the Rapid Action Plan, including arrangements for the Gaza seaport and airport, movement of goods and people between Gaza and the West Bank, and freedom of movement in the West Bank.

It urged the parties to reach rapid agreement on the issues contained in the Rapid Action Plan, including arrangements for Gaza’s borders and crossings, the Gaza seaport and airport, movement of goods and people between Gaza and the West Bank, and freedom of movement in the West Bank.

Condemns the military escalation pursued by the Sharon government, which violates international and humanitarian law and will provide no effective solution to the terrorist attacks, and condemns the oppression of the Palestinian civilian population by the Israeli army and the systematic destruction of infrastructures in the West Bank; urges the Israeli Government to implement the relevant United Nations Security Council resolution and to withdraw from the Palestinian Authority's territories;

Urges full implementation of the Sharm el-Sheikh agreement, which incorporated elements from previous agreements on solving the problems of Israeli withdrawal from the occupied territory on the West Bank, the release of Palestinian prisoners, the establishment of safe corridors between the Gaza Strip and the West Bank, and beginning work in the Port of Gaza and Hebron;

While urging also on President Arafat the need as a matter of the highest priority and urgency to take every step within his power to arrest those responsible for terrorism, we recognize the hardship imposed on the Palestinian population resulting from the closure by Israel for security reasons of all land and sea borders with Gaza and the West Bank.

Tout en insistant également auprès du Président Arafat sur la nécessité, qui revêt un caractère de priorité et d'urgence absolues, de faire tout ce qui est en son pouvoir pour que les responsables des actes terroristes soient arrêtés, nous reconnnaissons que la fermeture par Israël, pour des raisons de sécurité, de toutes les frontières terrestres et maritimes avec Gaza et la Cisjordanie impose des épreuves à la population palestinienne.
