Urges the authorities to execute the Sejdić-Finci judgment, as a first step in the comprehensive constitutional reform that is needed in order to move towards a modern and functional democracy in which all forms of discrimination are eliminated and all citizens, regardless of their ethnic affiliation, enjoy the same rights and freedoms; welcomes the fact that the Assembly of the Sarajevo Canton, the first to do so in BiH, has already unanimously amended its constitution to give the ethnically undeclared and ethnic minorities the possibility of forming their own caucus in the Assembly, in line with the ruling under the European Convention on Human Rights (ECHR) on the Sejdić-Finci case;
15. invite instamment les autorités à exécuter l'arrêt prononcé dans l'affaire Sejdić et Finci, à titre de première étape d'une réforme constitutionnelle complète, indispensable à la transition vers une démocratie moderne et fonctionnelle, au sein de laquelle toute forme de discrimination est supprimée et chaque citoyen, indépendamment de son origine ethnique, jouira des mêmes droits et des mêmes libertés; se félicite que l'Assemblée du canton de Sarajevo soit la première à avoir adopté, à l'unanimité, une modification de sa constitution, conférant aux personnes n'ayant pas déclaré d'ethnie ainsi qu'aux minorités ethniques la possibilité de former un groupe indépendant au sein de ladite Assemblée, conformément à l'arrêt de la CEDH dans l'affaire Sejdić-Finci;

53. The Council reiterates that BiH, as a matter of priority, needs to bring its Constitution into compliance with the European Convention of Human Rights (Sejdic/Finci ruling).

Reiterates its call for an agreement on and full compliance with the ECHR ruling in the Sejdić-Finci case and with Article 2 of the SAA requiring respect for democratic principles and human rights; recalls that besides the Sejdić-Finci case there is also a general need to modify the constitution in a way that allows for a more pluralistic, democratic and efficient mode of governance and state structure;
