– Mr President, whilst congratulating Mr Costa on his excellent report, I wish to bring to the attention of this House four areas of concern in relation to civil aviation security which, in my view, are not adequately dealt with by either the existing or the proposed legislation.
- (EN) Monsieur le Président, après avoir félicité M. Costa pour son excellent rapport, je voudrais attirer l’attention de ce Parlement sur quatre domaines de préoccupation liés à la sûreté de l’aviation civile qui, selon moi, ne sont pas traités adéquatement par la législation actuelle ni celle qui est proposée aujourd’hui.

As a result, what we now ask the Presidency – whilst congratulating it on its determination and whilst telling it that we want a compromise and that we are here to help it reach that compromise – is to reach a compromise that is closer to what Parliament will, I hope, vote for tomorrow, and also closer to the Commission’s proposal than to that from certain Member States, even though we recognise that they do have real difficulties that we must not underestimate.

– (PT) I wish to congratulate Mr Pirker on the excellent report he has produced on the communication from the Commission to the Council and the European Parliament entitled ‘Towards integrated management of the external borders of the Member States of the European Union’ which I fully support, in particular with regard to the aptness of creating a European Corps of Border Guards. Whilst not replacing the national authorities responsible for managing their external borders, this would enable them to work together to ensure the internal security of the Union and the implementation of the principle of freedom of movement.

Hubert Pirker pour le rapport d'excellente qualité qu'il a rédigé sur la communication de la Commission au Conseil et au Parlement européen "Vers une gestion intégrée des frontières extérieures des États membres de l'Union européenne" et qui mérite mon soutien, notamment à l'égard de la pertinence de la création d'un corps européen de gardes-frontières, qui, sans se substituer aux autorités nationales responsables de la gestion de leurs frontières extérieures respectives, permettrait une collaboration aux fins de garantir la sécurité intérieure de l'Union et l'application du principe de libre circulation.

Whilst we are on this subject, I would also like to congratulate, personally, and on behalf of the Committee on Constitutional Affairs, these interparliamentary delegations and the delegations of joint parliamentary committees.
