According to the decisions by the 25 Heads of State and Government of the EU, there would be no question of accession unless Turkey transforms itself in this way, which is why the negotiation process must be inextricably linked with the reform process in Turkey itself and why, last October, I inserted into the Commission’s final recommendation on the opening of negotiations, with my own hand, the sentence to the effect that this process was intrinsically an open-ended one.
