While production tailed off at the end of the 1990s, this was followed by a fresh increase that saw production levels climb to above average in the 2004/05 harvest year. It should however be emphasised that from that point onwards, owing not least to adverse weather conditions, the European wine industry has experienced rather low production levels. In the 2005/06 harvest year, EU-27 production was 4% lower than the average production level for the period 1999-2003, and the last harvest year 2006/07 numbers among one of the least productive in the last decade.

Last year, when the increase in excise duty on alcohol and alcoholic drinks was discussed by the Ecofin Council, some Member States raised the issue of the difference between the taxation of beer and the taxation of wine.

Producers who apply before 1 August and who have increased alcoholic strength by adding sucrose or have applied for the said aid during the wine year, but for less of their table wine production than the quantity delivered for all the relevant distillation operations during the wine year shall receive the amount indicated in the first subparagraph for the difference between the quantity of table wine of which they increased the alcoholic strength and the quantity they delivered for distillation.
Pour le producteur qui en fait la demande avant le 1er août et qui, au cours de la campagne, n'a pas procédé à l'augmentation du titre alcoométrique par adjonction de saccharose ou n'a demandé l'octroi de ladite aide que pour une partie de sa production de vin de table inférieure à la quantité livrée à l'ensemble desdites distillations au cours de la campagne, le montant visé au premier alinéa est versé pour la quantité correspondant à la différence entre la quantité de vin de table que ce producteur a livrée à la distillation et la quantité de vin de table dont le titre alcoométrique a été augmenté.

(b) wine taken into a distillery after the dates laid down for the various wine-growing zones in Annex V(G)(7) to Regulation (EC) No 1493/1999 and delivered by producers who provide the competent authorities with satisfactory evidence that during the wine year they have neither increased the alcoholic strength of their table wine by adding sucrose nor lodged an application for aid under Article 34 of that Regulation for their production.
b) au vin entrant en distillerie après les dates prévues pour les différentes zones viticoles à l'annexe V, section G, point 7, du règlement (CE) no 1493/1999 et livré par un producteur qui apporte aux autorités compétentes la preuve que, au cours de la campagne, il n'a ni procédé à l'augmentation du titre alcoométrique de sa production de vin de table par adjonction de saccharose, ni présenté pour cette production de demande d'octroi de l'aide visée à l'article 34 dudit règlement.

2. An amount equal to the reduction referred to in paragraph 1 shall be paid for the quantity of wine delivered for distillation as referred to in that paragraph to producers who apply to the competent authority before 1 August, either directly or through a distiller, and who have neither increased the alcoholic strength of their table wine production by adding sucrose nor applied for aid under Article 34 of Regulation (EC) No 1493/1999 for their production during the wine year concerned.
