This proposal for the Rules for Participation for the Seventh Framework Programme is based on Article 167 of the European Community Treaty that foresees the adoption of rules for participation of undertakings, research centres and universities and the rules for the dissemination of results to implement the Community multi-annual framework programme for research. These rules define the rights and obligations of legal entities wishing to take part in the framework programme and establish the principles for the use and dissemination of their work resulting from that participation.

The United Kingdom is taking part in this Decision, in accordance with Article 5 of the Protocol integrating the Schengen acquis into the framework of the European Union annexed to the Treaty on European Union and to the Treaty establishing the European Community and Article 8(2) of Council Decision 2000/365/EC of 29 May 2000 concerning the request of the United Kingdom of Great Britain and Northern Ireland to take part in some of the provisions of the Schengen acquis , to the extent that its measures develop provisions of the Schengen acquis against the organisation of illegal immigration in which the United Kingdom participates, and the Protocol on the position of the United Kingdom and Ireland annexed to the Treaty on European Union and to the Treaty establishing the European Community, having notified under Article 3 thereof its wish to take part in the adoption and application of this Decision.

Recalls its resolutions of 3 December 1998 and 5 May 1999 on the Statute for Members; reaffirms that the basic principle that should underpin a single statute is that of equality between Members; wishes, in this sense, to continue the negotiations with the Council with the aim of reaching an agreement with the Council as soon as possible, with a view to adoption of a final decision pursuant to Article 190(5) of the Treaty before the year 2000.
