First of all, I wish to congratulate Baroness Ludford on the quality of the questions she has put to the Commission and to answer the first of these by saying that the Commission still takes the view that the future Treaty on the area of freedom, security and justice should enshrine the principle of the Commission’s exclusive right of legislative initiative.
Je voudrais tout d’abord féliciter la baronne Ludford pour la qualité des questions adressées à la Commission et répondre d’emblée à la première de ces questions. La Commission continue de considérer, dans le domaine de l’espace de liberté, de sécurité et de justice, qu’il conviendrait de consacrer dans le futur Traité le principe selon lequel le droit exclusif d’initiative législative revient à la Commission.
