As I said, the introduction of this bill affords an occasion not only to rejoice that a number of businesses are being given the opportunity to be competitive not only in Canada but on the world market as well, but also—and I will word it this way—the market and the competition alone, I repeat, the market and the competition alone, are not sufficient to ensure access for all at a reasonable price, as two recent examples have shown: the telephone situation and the bankruptcy of Alphastar.
J'ai dit tout à l'heure qu'il fallait aussi, à l'occasion de la présentation de cette loi, non seulement se réjouir qu'on donne à un certain nombre d'entreprises la capacité d'être concurrentielles au Canada mais aussi sur le marché international, mais qu'on ajoute—et je vais le dire de cette façon—que le marché et la concurrence, à eux seuls, je le répète, le marché et la concurrence à eux seuls ne peuvent assurer l'accès à tous et à un prix abordable, comme l'ont démontré deux exemples récents: celui de la téléphonie et celui de la faillite d'Alphastar.
