Senator Baker: Would Senator Cowan agree that if, in fact, the Federal Court has exclusive jurisdiction on appeals of ministerial decisions — which they do; we gave it to them with the ending of the Exchequer Court back in 1972, I believe it was — that since they have exclusive jurisdiction to deal with ministerial decisions, it would make sense that, first, you go for that declaration from the Federal Court and then seek your injunction after from the court that has jurisdiction?
