In other words, is not the purpose of any reform in fact to strengthen the checks and balances that there should be between the two houses, and of course generally, the capacity of the houses to keep the government accountable — this being any changes or reforms that would strengthen the role of the political parties in the upper house or in the Lords that would increase the stronghold of the executive, i.e. the leaders of the respective political parties?
