I would like to mention very briefly the decision taken just a few days ago to implement the draft on risk capital and high risk capital investments approved by the Commission last week; this will be a very important tool, particularly for small businesses. Measures include promoting cross-border innovation, promoting the mobility of wage-earners by transferring their rights and pensions, special training programmes and, of course, the exceptionally high amount, in the order of EUR 24 billion over the next 7 years, to be channelled to Objective 3 via the Structural Funds, to which all the countries belong. Objective 3, the Structural Funds programmes and, of course the employment strategy can be used to structure national and associated policies at European level on employability, entrepreneurship and the adaptability of firms and workers.
Je citerai très brièvement : la décision, arrêtée voici quelques jours, sur l'application du plan concernant les investissements en capitaux à haut risque, que la Commission a approuvée la semaine passée et qui est un outil important, destiné surtout aux petites entreprises nouvellement créées ; les mesures pour la promotion de l'innovation transfrontalière ; les mesures encourageant la mobilité des salariés par le transfert de leurs droits et de leurs retraites ; des programmes spéciaux pour leur formation ; sans oublier bien sûr les crédits considérables affectés, par le biais des fonds structurels, à l'objectif 3 auquel sont éligibles tous les pays - soit un montant de l'ordre de 24 milliards d'euros sur les sept ans à venir -, et qui, en outre, au titre de la stratégie pour l'emploi, permettent d'articuler des politiques nationales et coordonnées aux niveau européen dans les domaines de l'employabilité, de l'entreprenariat et de l'adaptabilité des entreprises et des travailleurs.

Group No. 1 Mr. Bernier (Bonaventure Gaspé Îles-de-la-Madeleine Pabok), seconded by Mr. Godin (Châteauguay), moved Motion No. 1, That Bill C-27 be amended by adding after line 10 on page 3 the following new clause: ``1.1 The Act is amended by adding the following after section 2: 2.1 The objectives of this Act include the implementation of the Agreement, in accordance with which, in order to conserve and manage straddling fish stocks and highly migratory fish stocks, coastal States and States fishing on the high seas shall, in giving effect to their duty to cooperate in accordance with the United Nations Convention on the Law of the Sea of 10 December 1982: (a) adopt measures to ensure long-term sustainability of straddling fish stocks and highly migratory fish stocks and promote the objective of their optimum utilization; (b) ensure that such measures are based on the best scientific evidence available and are designed to maintain or restore stocks at levels capable of producing maximum sustainable yield, as qualified by relevant environmental and economic factors, including the special requirements of developing States, and taking into account fishing patterns, the interdependence of stocks and any generally recommended international minimum standards, whether subregional, regional or global; (c) apply the precautionary approach in accordance with article 6 of the Agreement; (d) assess the impacts of fishing, other human activities and environmental factors on target stocks and species belonging to the same ecosystem or dependent upon or associated with the target stocks; (e) adopt, where necessary, conservation and management measures for species belonging to the same ecosystem or dependent on or associated with the target stocks, with a view to maintaining or restoring populations of such species above levels at which their reproduction may become seriously threatened; (f) minimize pollution, waste, discards, catch by lost or abandoned gear, catch of non-ta ...

Godin (Châteauguay), propose la motion n 1, Que le projet de loi C-27 soit modifié par adjonction, après la ligne 17, page 3, du nouvel article suivant : « 1.1 La même loi est modifiée par adjonction, après l'article 2, de ce qui suit : 2.1 La présente loi a pour objet notamment de mettre en oeuvre l'accord. En vertu de cet accord, afin d'assurer la conservation et la gestion des stocks de poissons chevauchants et des stocks de poissons grands migrateurs, les États côtiers et les États qui se livrent à la pêche en haute mer, en exécution de l'obligation de coopérer que leur impose la Convention des Nations Unies sur le droit de la mer du 10 décembre 1982 : a) adoptent des mesures pour assurer la durabilité à long terme des stocks de poissons chevauchants et des stocks de poissons grands migrateurs et en favoriser l'exploitation optimale; b) veillent à ce que ces mesures soient fondées sur les données scientifiques les plus fiables dont ils disposent et soient de nature à maintenir ou à rétablir les stocks à des niveaux qui assurent le rendement constant maximum, eu égard aux facteurs économiques et écologiques pertinents, y compris les besoins particuliers des États en développement, et compte tenu des méthodes en matière de pêche, de l'interdépendance des stocks et de toutes normes minimales internationales généralement recommandées aux plans sous-régional, régional ou mondial; c) appliquent l'approche de précaution conformément à l'article 6 de l'accord; d) évaluent l'impact de la pêche, des autres activités humaines et des facteurs écologiques sur les stocks visés ainsi que sur les espèces qui appartiennent au même écosystème que les stocks visés ou qui leur sont associés ou en dépendent; e) adoptent, le cas échéant, des mesures de conservation et de gestion à l'égard des espèces qui appartiennent au même écosystème que les stocks visés ou qui leur sont associés ou en dépenden ...

6.2. Business culture, the formation of associations, and training Cooperation will aim to: - strengthen entrepreneurial association-forming and the forms of collaboration between European associations and those in Mediterranean countries; - inform European business of opportunities for cooperating with operators in Mediterranean countries in order to reinforce industrial interaction; - devise programmes to generate a new entrepreneurship by stimulating the capacities of corporate management and staff; - update management and staff training methods with specific reference to international markets, technological development and the supply of specialized services; - start training courses for the managers of associations, designed to upgrade the services offered to business; - disseminate managerial training experiences, by means which include intensifying the links between business, universities and European and international training centres.
6.2. Culture d'entreprise, associationnisme et formation La coopération tendra à : - renforcer l'associationnisme entrepreneurial et les formes de collaboration entre les associations européennes et celles des pays méditerranéens ; - s'occuper de l'information du milieu entrepreneurial européen pour ce qui est des occasions de coopération avec les opérateurs des pays méditerranéens, afin de renforcer les interactions industrielles ; - prévoir des programmes destinés à susciter la naissance d'un nouvel entreprenariat, en stimulant tant les capacités des cadres que celles du personnel des entreprises ; - moderniser les méthodes de formation des cadres et du personnel en prêtant spécialement attention aux marchés internationaux, au développement technologique et à la fourniture de services qualifiés ; - activer des cours de formation pour les cadres des associations, destinés à qualifier les services offerts aux entreprises ; - diffuser les expériences de formation managériale, y compris par l'intensification des relations entre les entreprises, les universités et les centres de formation européens et internationaux.
