It shall equally cover those areas included in agreements and other bilateral instruments with partner countries, or in co-operation agendas jointly agreed with partner countries, as for instance: reinforce the various social services (health, education); contribute to the core infrastructures needed to sustain economic and social development (transports, utilities, telecommunication...); deal with sustainable rural development and food security in their various aspects (agricultural reform, environment, etc.) including appropriate measures to deal with the reform of the sugar protocol [9]; contribute to the emergence of an efficient private sector, able to operate according to the global trade rules and the principles of a market economy (including the institution building efforts more specifically dedicated to this objective); promote good governance, the rule of law and respect for human rights and democratisation; support institution building; management of asylum and migration flows; address security issues, such as the fight against trafficking, crime, and terrorism; address nuclear safety issues; contribute to the development of media and communication sectors; support economic and cultural cooperation with more advanced countries.

10. Calls on the European Commission to provide a deep impact assessment of the Protocol focused on the most Mediterranean vulnerable regions of the European Union and the most sensitive sectors and regularly inform, each six months, the European Parliament on the outcome of monitoring the exchanges of agricultural products, in particular the most sensitive products, noting that the agreement contains mechanisms that should be used in the event that the EU agricultural sectors suffer serious disturbances and injuries as a consequences of massive flows between the two Parties, including the temporary suspension of the Protocol in case of serious and systematic violations;

11. Emphasises that in order to further strengthen the EU-Morocco economic relationship with mutual benefits negotiations of the DCFTA should include all the different aspects linked to the agriculture sectors, an in depth chapter on geographical indications, labour and sustainable development clauses which include the recognition of trade union rights and initiative on corporate social responsibility, as well as market opening for services and public procurement and investment chapters for mutual benefits, as well as a sufficient time horizon for the reciprocal liberalization of agriculture products; these negotiations should fully take into account the outcome of the impact assessment conducted on the most vulnerable regions and sectors of the European Union which could be negatively affected by the Protocol;
11. onderstreept dat - wil men een verdere versterking van de economische betrekkingen tussen de EU en Marokko met wederzijdse voordelen bereiken - de onderhandelingen over de DCFTA zich onder meer moeten richten op alle denkbare aspecten in verband met de landbouwsectoren, een diepgaand hoofdstuk over geografische aanduidingen, clausules betreffende arbeidsaangelegenheden en duurzame ontwikkeling die onder meer de erkenning van vakbondsrechten inhouden en initiatieven bevatten over de sociale verantwoordelijkheid van ondernemingen, evenals een openstelling van de markt voor diensten en aanbestedingen van de overheid en hoofdstukken betreffende investeringen die in het belang van beide partijen werken, evenals tenslotte een toereikend tijdpad voor de wederzijdse liberalisering van de handel in landbouwproducten; deze onderhandelingen moeten ten volle rekening houden met de resultaten van de effectbeoordeling voor de meest kwetsbare regio's en sectoren van de Europese Unie die nadelige gevolgen van het protocol hebben te duchten;

J. whereas this protocol has raised some concerns in the European Union in the agricultural sector, in particular in some regions of the Mediterranean areas which could be negatively affected by some specific liberalization measures of the Agreement;

D. whereas the Sugar Protocol under the successive Lomé Conventions and the Cotonou Agreement provided a predictable income for small Pacific islands, which have limited potential for diversification in the agriculture sector,

3.2 The regulation deals with the reporting required under the UNFCCC and the Kyoto Protocol, covering emissions of seven greenhouse gases from all sectors (energy, industrial processes, land use, land use change and forestry (LULUCF), waste, agriculture, etc.).

WHEREAS , UNDER THE SECOND SUBPARAGRAPH OF ARTICLE 1 ( 1 ) OF THE PROTOCOL , BELGIUM , LUXEMBOURG AND THE NETHERLANDS ARE TO APPLY THE SYSTEM PROVIDED FOR IN THE THIRD PARAGRAPH OF ARTICLE 6 OF THE CONVENTION ON THE ECONOMIC UNION OF BELGIUM AND LUXEMBOURG OF 25 JULY 1921 ; WHEREAS THE APPLICATION OF THAT SYSTEM IN FAVOUR OF LUXEMBOURG WINES WILL CONTINUE TO BE OF CONSIDERABLE BENEFIT IN THE NEXT FEW YEARS TO THE AGRICULTURAL INCOME OF THE GRAND DUCHY OF LUXEMBOURG IN THE SECTOR CONCERNED ; WHEREAS , MOREOVER , SUCH APPLICATION IS NOT LIKELY TO FORM A MAJOR OBSTACLE TO THE FREE MOVEMENT OF THE PRODUCTS CONCERNED WITHIN THE COMMUNITY ; WHEREAS IN THESE CIRCUMSTANCES PROVISION SHOULD BE MADE FOR THE EXTENSION OF THAT SYSTEM FOR A LIMITED PERIOD ;
Overwegende dat België , Luxemburg en Nederland luidens artikel 1 , lid 1 , tweede alinea , van het Protocol de regeling toepassen vermeld in artikel 6 , lid 3 , van de Overeenkomst van 25 juli 1921 tot oprichting van een economische unie tussen België en het Groothertogdom Luxemburg ; dat de toepassing van deze regeling ten gunste van de Luxemburgse wijn in de komende jaren van aanzienlijk belang zal blijven voor het landbouwinkomen van het Groothertogdom Luxemburg in de betrokken sector ; dat toepassing van deze regeling voorts niet van dien aard is dat zij een overwegende belemmering zal vormen voor het vrije verkeer van de betrokken produkten binnen de Gemeenschap ; dat het derhalve dienstig is voor een beperkte periode te voorzien in een verlenging van de toepasselijkheid van deze regeling ;
