25. Underlines that the EU and countries in the Western Balkans, Turkey, the Gulf countries and other Arab states should make joint efforts to fight against radicalisation and recruitment, to trace terrorist financing and to develop a new narrative against Islamist fundamentalism; stresses that counter-terrorism cooperation and information-sharing should be key elements in EU relations with those countries; emphasises that it is also essential to strengthen such cooperation with regional organisations such as the Arab League, the African Union and the Gulf Cooperation Council;

Instructs its President to forward this resolution to the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, the Council, the Commission, the Member States, the Mauritanian authorities, the ACP-EU Joint Parliamentary Assembly, the Council of Europe, the Organisation for Security and Cooperation in Europe, the UN Human Rights Council, the Economic Community of West African States, the Arab League and the African Union.

In simple terms, that means that the High Representative of the Union for Foreign Affairs and Security Policy needs to make it absolutely clear that the EU funds for peacemaking measures in Africa can only be provided if the African Union and the Arab League cooperate with the International Criminal Court in future, instead of undermining its work.

As the President said at that time, the Council needed to be seen as a genuine national movement with a clear commitment to national reconciliation and to an inclusive political transition – a transition that we have already begun to mobilise resources to support, in close cooperation with our international partners (the UN, the African Union and the Arab League).

The Council underlines the importance of cooperation with international and regional partners, in particular the cooperation by the HR on behalf of the EU with the United Nations, League of Arab States, African Union, Organisation of the Islamic Conference and Gulf Cooperation Council, following the meeting in Cairo on 14 April.
