1. Once the diagnosis of Newcastle disease has been officially confirmed in poultry, the Member States shall ensure that the competent authority establishes around the infected holding a protection zone based on a minimum radius of three kilometres, itself contained in a surveillance zone based on a minimum radius of 10 kilometres. The establishment of the zones must take account of geographical, administrative, ecological and epizootiological factors relating to Newcastle disease, and of monitoring facilities.

Zodra de diagnose van de ziekte van Newcastle officieel bij pluimvee is bevestigd, zien de Lid-Staten erop toe dat de bevoegde autoriteit rond het besmette bedrijf een beschermingsgebied afbakent, met een straal van ten minste 3 km dat dan weer wordt opgenomen in een toezichtgebied met een straal van ten minste 10 km. Bij de instelling van deze gebieden moet rekening worden gehouden met factoren van geografische, administratieve, ecologische en epizooetiologische aard in verband met de ziekte van Newcastle alsmede met de controlestructuren.
