TRADUCTIONS EN CONTEXTE

8. Welcomes the substantial expenditure savings achieved by the External Action Service in 2012, and the continuation of this trend in 2013 as projected in the Estimates; takes the view, in this context, that while the phasing-in of the Service can justify an expenditure increase proportionally greater than that foreseen by the other Institutions, questions remain regarding the high number of costly management positions at high grade levels; calls, therefore, on the EEAS to provide additional information, in particular as regards the significant increase (+9.2 %) in AD 14 posts proposed in the draft budget; calls, likewise, for further information on the large increases in proposed appropriations for security and surveillance of buildings (+57.2 %);
8. verheugt zich over de substantiële bezuinigingen op de uitgaven die door de Europese Dienst voor extern optreden in 2012 zijn gerealiseerd en over de voortzetting van deze ontwikkeling in 2013 zoals geraamd in de begroting; is in dit verband van mening dat een uitgavenstijging die verhoudingsgewijs hoger ligt dan de stijging die door de andere instellingen wordt voorzien, weliswaar kan worden verklaard doordat de dienst moet worden opgezet, maar dat er toch vragen zijn ten aanzien het grote aantal dure managementposten in hoge rangen; verzoekt de EDEO daarom om aanvullende informatie, in the bijzonder over de aanzienlijke stijging (+9,2%) van AD 14-posten in de ontwerpbegroting; dringt eveneens aan op verdere informatie over de grote stijgingen van de voorgestelde kredieten voor veiligheid en bewaking van gebouwen (+57,2%);

9. Welcomes efforts by the Commission and the Member States to investigate innovative ways of achieving investment in European infrastructure and fostering innovation; notes the comments of the EIB on 23 September 2010 in its ‘Report on the Action undertaken in response to the Resolution of the European Parliament’ regarding the European Commission’s proposal to increase to 10 % or 20 % the volume of the EU budget dedicated, through financial instruments, to leveraging funds; recognises the need for public sector investment to complement and enhance private sector funding where possible, but is however aware that the use of special-purpose vehicles for financing projects can result in increased off-balance sheet liabilities as well as increased cost of capital for European institutions, the European Union or Member States; believes such measures should be accompanied by fully transparent disclosure with appropriate investment guidelines, risk management, exposure limits, scrutiny and surveillance procedures, all to be established in a democratically accountable manner;
9. is verheugd over de inspanningen van de Commissie en de lidstaten om innovatieve manieren te onderzoeken voor investeringen in Europese infrastructuur en bevordering van innovatie; neemt kennis van de opmerkingen van de EIB van 23 september 2010 in haar verslag over de maatregelen die zijn genomen naar aanleiding van de resolutie van het Europees Parlement betreffende het voorstel van de Commissie om het volume van de EU-begroting dat is gewijd aan het verwerven van fondsen via financiële instrumenten tot 10 of 20% te verhogen; erkent dat de investeringen van de publieke sector de financiering van de particuliere sector moeten aanvullen en versterken wanneer dit mogelijk is, maar is zich ervan bewust dat het gebruik van "special purpose vehicles" voor de financiering van projecten voor de Europese instellingen, de Europese Unie of de lidstaten tot meer niet in de balans opgenomen verplichtingen en tot hogere kapitaalkosten kan leiden; is van mening dat dergelijke maatregelen gepaard dienen te gaan met volledig transparante informatieverstrekking met passende investeringsrichtlijnen, risicobeheer, schuldlimieten, controle- en toezichtprocedures, en op een democratisch verantwoorde wijze moeten worden genomen;
