On the basis of the Strategic Coherence Frameworks, beneficiary candidate countries draft multi-annual operational programmes per component (component IV) or per theme (component III), in consultation with the relevant stakeholders, which are then agreed with the Commission for formal adoption, following the consultation of the relevant Member States Committee: Coordination Committee for the funds (COCOF) for component III and COCOF and European Social Fund (ESF) Committee for component IV.
Op basis van de strategische coherentiekaders werken de begunstigde kandidaat-lidstaten, in overleg met alle belanghebbenden, per afdeling (afdeling III) of per thema (afdeling IV) operationele meerjarenprogramma’s uit. Deze programma’s worden na raadpleging van het relevante comité van de lidstaten voorgelegd aan de Commissie, die de programma’s formeel goedkeurt. De comités zijn voor afdeling III het Coördinatiecomité voor de Fondsen (Cocof) en voor afdeling IV het Cocof en het Comité van het Europees Sociaal Fonds (ESF).

Programmes are adopted by the Commission following consultation with the beneficiary countries and other stakeholders and after the positive opinion of the relevant Member States committees: IPA Management Committee for components I and II, COCOF for components III and IV, ESF committee for component IV and the Rural Development Committee for component V.
De programma’s worden door de Commissie goedgekeurd na overleg met het begunstigde land en andere belanghebbenden, en mits een gunstig advies is uitgebracht door de relevante comités van de lidstaten: het IPA-comité voor de afdelingen I en II, het Coördinatiecomité voor de Fondsen (Cocof) voor de afdelingen III en IV, het Comité van het Europees Sociaal Fonds (ESF) voor afdeling IV en het Comité voor plattelandsontwikkeling voor afdeling V.

Programmes are adopted by the Commission based on proposals by the beneficiary countries, following consultation of stakeholders and donors, and after the positive opinion of the IPA Management Committee for Component I and II. For Component III, the programmes are consulted by the Coordination Committee for the Funds (COCOF). For Component IV, they are consulted by the European Social Fund (ESF) Committee and for component V, by the Rural Development Committee (RDC).
De programma’s worden door de Commissie goedgekeurd op basis van een voorstel van de begunstigde landen en na overleg met de belanghebbenden en de donoren, en mits voor de afdelingen I en II een gunstig advies is uitgebracht door het IPA-comité. Welcomes the clarification brought by the Commission regarding the distinction between ‘significant deficiency’ and ‘serious deficiency’; takes note that the assessment which leads to such qualification is based on the guidance note COCOF 08/0019/01-EN, using the key requirements provided therewith;
