By letter dated 19 November 2013 the Kingdom of Belgium notified the Commission with an Order of 17 January 2013 adopted by the Government of the French Community of Belgium, modifying the measures applying to the French Community of Belgium.
Bij brief van 19 november 2013 heeft het Koninkrijk België de Commissie in kennis gesteld van een op 17 januari 2013 door de regering van de Franse Gemeenschap van België aangenomen besluit, waarin de maatregelen die van toepassing zijn op de Franse Gemeenschap van België worden gewijzigd.

The Commission has verified that the Order of 17 January 2013 adopted by the Government of the French Community of Belgium amounts only to terminological updates and very limited and formal modifications of the same measures originally notified to the Commission in 2003, in respect of which the Commission carried out its review and adopted the Decision mentioned in recital 1.
De Commissie heeft geconstateerd dat het op 17 januari 2013 door de regering van de Franse Gemeenschap aangenomen besluit slechts betrekking heeft op terminologische wijzigingen en zeer beperkte, formele wijzigingen van de maatregelen waarvan de Commissie oorspronkelijk in 2003 in kennis is gesteld; de Commissie heeft deze maatregelen toentertijd geëvalueerd en op basis daarvan het in overweging 1 genoemde besluit vastgesteld.

The Commission informed the other Member States that the Government of the French Community of Belgium intended to adopt and finally adopted amending measures, as referred to in recital 3, at the 34th and 38th meetings of the Committee established pursuant to Article 29 of Directive 2010/13/EU,

18. Urges France to remove any provisions of French law which are discriminatory against Travellers, such as requiring them to carry travel permits and restricting their voting rights; calls furthermore French authorities to abide to French law, under which all municipalities (communes) with more than 5 000 inhabitants must establish authorised halting sites for Travellers, while the French Equal Opportunities and Anti-Discrimination Commission (HALDE) found that only 25 per cent of the municipalities under that obligation had done so, leading to an increase of the number of Travellers living in unauthorised halting sites;
18. dringt er bij Frankrijk op om aan alle bepalingen in de Franse wet te schrappen die discriminerend voor woonwagenbewoners zijn, zoals de vereiste om reisvergunningen bij zich te hebben en de beperking van hun stemrecht; vraagt de Franse autoriteiten daarnaast om de Franse wet na te leven, dat alle gemeenten van meer dan 5000 inwoners voor halteplaatsen voor woonwagenbewoners moeten zorgen, nu de Franse commissie voor gelijke kansen en anti-discriminatie (HALDE) vaststelt dat slechts 25% van de gemeenten waarvoor de verplichting geldt, het voorschrift naleven, met als gevolg dat een toenemend aantal woonwagenbewoners op halteplaatsen verblijft die niet als zodanig erkend zijn;

11. 11. vraagt de Franse autoriteiten de Franse wet na te leven, op grond waarvan alle gemeenten (communes) met meer dan 5000 inwoners moeten zorgen voor halteplaatsen waar woonwagenbewoners op mogen, nu de Franse commissie voor gelijke kansen en anti-discriminatie (HALDE) heeft vastgesteld dat slechts 25% van de gemeenten die hiertoe verplicht zijn, dit voorschrift naleven, met als gevolg een stijging van het aantal woonwagenbewoners op halteplaatsen waar dit niet mag;

The Commission received two reports, one from Belgium's French Community (Communauté française de Belgique, CFB) and one from the Flemish Community (Vlaamse Gemeenschap, VLG). No report was received from the German-speaking Community (Deutschsprachige Gemeinschaft, GSG ).
