19. Welcomes the decision by the EIB to join the EBRD and the World Bank Group in the joint action plan by the international institutions to step up support for SMEs in Central and Eastern Europe during the period 2009-2010; notes that by fulfilling its commitments under this plan (doubling the resources normally made available to SMEs in the region), the EIB met its target well ahead of schedule and a 25 % increase, corresponding to EUR 14 billion, was recorded in EIB lending activity at the end of 2010; calls on the EIB to continue its close cooperation with banks in this region in supporting SMEs;

In line with the provisions of Regulation (EU) No 1024/2013 of the Council, and in particular Article 20 thereof, we, the Presidents of the European Parliament and of the European Central Bank, hereby declare our full support for the draft text of the Interinstitutional Agreement between the European Parliament and the European Central Bank on cooperation on procedures related to the Single Supervisory Mechanism (SSM) agreed between our respective negotiating teams.

19. Asks the ECB to explore, in close cooperation with Member State governments, competent national supervisory authorities and the Commission, the possibility of implementing a framework, such as the MERLIN programme elaborated by the Bank of England in partnership with the UK treasury, regarding conditionalities attached to the access to central bank non-conventional facilities such as targets on loans granted to SMEs;

In particular, as regards the classification Raiffeisen Zentralbank Österreich AG, Erste Bank der oesterreichischen Sparkassen AG and Österreichische Volksbanken AG, the Court finds that the Commission was entitled to take into consideration the fact that those three banks carried out a central function (commonly called ‘the lead institutions’) for the decentralised banking groups of the Raiffeisen banks, the savings banks and banking cooperatives and, thus, to allocate to each of them the market share of the particular group.

The Commission earmarked funds for this purpose as part of wider efforts to assist the NIS central banks. The assistance is being delivered in close cooperation with other donors and NIS central banks. The assistance to the Russian Central Bank is being coordinated under the aegis of an International Steering Committee comprising the Commission, the IMF, other multilateral financing institutions and cooperating Western central banks, (Banque de France, Deutsche Bundesbank, Bank of England, U.S. Federal Reserve) and the OECD.
De Commissie heeft hiervoor middelen uitgetrokken in het kader van ruimere steunverlening aan de centrale banken van de NOS. Deze bijstand wordt verleend in nauwe samenwerking met de overige donoren en de centrale banken van de NOS.
