To the extent that some of those European statistics may be compiled by National Central Banks (NCBs) in their capacity as members of the European System of Central Banks (ESCB), the NSIs and the NCBs shall cooperate closely in accordance with national arrangements with a view to ensuring the production of complete and coherent European statistics, while ensuring the necessary cooperation between the ESS and the ESCB as set out in Article 9’.

As far as the issue of global liquidity is concerned, I would emphasize that it is indeed important to start a regular process of monitoring and assess-ment and that central banks are best placed to monitor global liquidity develop-ments in the context of the central bank cooperative structures of the BIS in Ba-sle.

Asks the ECB to explore, in close cooperation with Member State governments, competent national supervisory authorities and the Commission, the possibility of implementing a framework, such as the MERLIN programme elaborated by the Bank of England in partnership with the UK treasury, regarding conditionalities attached to the access to central bank non-conventional facilities such as targets on loans granted to SMEs;

Furthermore, it is important to ensure close cooperation and appropriate coordination between the ESS and the European System of Central Banks (ESCB), notably to foster the exchange of confidential data between the two systems for statistical purposes, in the light of Article 285 of the Treaty and of Article 5 of the Protocol (No 18) on the Statute of the European System of Central Banks and the European Central Bank annexed to the Treaty.

Takes the view that the rulings of the Court of Justice (in Cases C-11/00 and C-15/00) on EIB and European Central Bank cooperation with OLAF must be applied, by analogy, to the EIF as well; calls on the EIF, therefore, to take an immediate decision on internal OLAF inquiries in accordance with the Regulation (EC) No 1073/1999;

This cooperation is part of the Parties' joint determination to combat the threats arising from counterfeiting of the euro and to play a central role in this fight; and in this context they cooperate, within their respective competencies, with the national central banks (NCBs) of the European System of Central Banks (ESCB), the Europol National Units, the National Analysis Centres, the Coin National Analysis Centres, the European Technical and Scientific Centre, the European Commission and other national and European authorities and international organisations.

21. Considers that there is a need to further intensify cooperation between the supervisors and central banks of all EU States - including the ECB - in order to be able to exploit mutual synergies on the one hand between the operations of the central bank as the body responsible for stability of the system as an observer of the market and supervisor of payment transaction systems and on the other hand the work of supervisors of banking systems; considers it necessary for the ECB to be assigned a role in coordinating prudential policies at European level;
