TRADUCTIONS EN CONTEXTE

This instrument states that the liaison officers will be representatives of a Member State posted abroad by the immigration service or other appropriate authority with the aim of establishing and maintaining contact with the authorities of the host country, aiming to contribute to the prevention and combat of clandestine immigration, the repatriation of irregular immigrants and the management of legal immigration.

F. whereas immigration policy needs to be global and must take account of a whole range of aspects, especially: the fight against clandestine immigration and human trafficking , the need to improve and coordinate legal immigration channels, the causes of emigration from third countries (push-factors such as underdevelopment, poverty, wars, dictatorships, failing state institutions, the consequences of climate change and environmental disasters, etc), the factors of attraction to the Union (pull-factors such as standard of living, democracy, peace, job opportunities including irregular employment, etc); the Member States' demographic and economic needs; the coherence of the measures taken at local, national and European level; issues of integration and cultural mixing; respect for fundamental rights, especially the right to asylum and non-refoulement; and the fight against racism and xenophobia,

Considers that the policy of 'zero immigration', which to all effects and purposes has prevailed in most of the EU Member States over the last few decades, has been unable to provide an appropriate response to the complex, shifting pattern of migration flows within Europe and has indirectly stimulated clandestine immigration at the expense of orderly legal immigration; this is one of the causes of precarious working conditions (not only for immigrants but also for the host countries, working population) and it has unleashed racist and xenophobic sentiment; points out in this connection that, if the internal market is not to become an area of insecurity to be taken advantage of by unscrupulous economic operators, organised crime and illegal immigration networks, the EU must adopt a more open, transparent and flexible common immigration policy based on a thorough analysis of the matter;

Considers that the migration policies which exist in most of the EU Member States have been unable to provide an appropriate response to the complex, shifting pattern of migration within Europe and have been unable to stop clandestine immigration and human trafficking at the expense of orderly legal immigration, that this human trafficking has led to precarious living and working conditions for immigrants, that it has created racist and xenophobic sentiments in some Member States, and calls for more effective and coordinated action against organised crime and illegal immigration networks;

1. the Member States' consular services should maintain local cooperation on visas, involving an exchange of information on the criteria for issuing visas and an exchange of information on risks to national security and public order or the risk of clandestine immigration;
